The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Gender Equality and Social Inclusion Section (GESIS), in the Social Development Division (SDD). The incumbent reports to the Chief of GESIS.
Under the general direction of the Director, Social Development Division, and direct supervision of the Chief, GESIS, the incumbent is required to perform the following duties:
Social Analysis
• Carries out research on selected aspects of critical areas of concern related to gender equality and women’s empowerment, as well as socio-economic issues.
• Contributes to the preparation of various written outputs, e.g. draft background papers, sections of reports and studies, inputs to publications, etc.
• Develops and maintains reference/resource information on gender, policy-related issues, recent developments and trends in the field from gender perspective, responds to various inquiries and information requests internally and externally.
• Analyzes progress and developments in the implementation of specific programmes; contributes to the development of mechanisms for monitoring programme implementation.
• Undertakes outreach activity in assigned areas, providing presentations and other inputs (e.g. articles, publications)
Conference and Intergovernmental support
• Provides administrative and substantive support to expert group meetings, panel discussions, conferences, etc., to include proposing agenda topics, researching and proposing experts, handling logistics, etc.
• Provides support to intergovernmental processes dealing with gender and development issues by: preparing inputs for reports to intergovernmental bodies; following intergovernmental meetings and preparing summary reports and similar material.
Technical Cooperation
• Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of gender and development.
• Monitors, backstops and assesses the implementation of technical cooperation programmes and projects in the Section/Division.
General
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Section/Division’s work.
• Undertakes on-the-job and other training activities, both internally and externally.

• Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Advanced university degree (Master’s degree or equivalent) in sociology, economics, gender studies, development studies, law and other related social science field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of progressively responsible experience in socioeconomic development, policy analysis, sociological research or related area, or the successful completion of the Young Professionals Programme Examination (YPP) / United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P), is required.
Experience in conducting research on gender equality and women’s empowerment is desirable.
Experience in the Asia-Pacific region is desirable.
Experience working with an international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.
This is a temporary position due to the regular incumbent being on Special Leave Without Pay (SLWOP) and will be available until 9 February 2025. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a one-year appointment. Further extension/s of appointment will be dependent upon the return of the incumbent who maintains a lien against this post and subject to satisfactory performance.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
In the event that this position becomes vacant, it will be filled through the Young Professionals Programme placement according to ST/AI/2012/2/Rev.1.
Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
