Org. Setting and Reporting

The Trade and Market Intelligence (TMI) section is part of ITC’s Division of Market Development (DMD). TMI has developed, and is continuously evolving, a set of market analysis tools and customizes these tools for specific regions to facilitate greater intra-regional trade and integration. These are made available for business actors (particularly MSMEs) and are free of charge for users from developing countries. In addition, TMI has developed methodologies for focused studies as well as analytical outputs and surveys in areas such as non-tariff measures. TMI also delivers capacity-building services for beneficiaries in using its tools and analysis methodologies in support of strategic and operational trade-related decisions.

ITC’s Competitive Intelligence (CI) Programme, hosted in TMI, delivers training, advice and online solutions to strengthen the capacity of trade and investment support institutions (TISIs) to gather and distribute customized intelligence to their clients about their competitive environment. This includes the development of the African Trade Observatory (ATO) in collaboration with the Africa Union (AU), which aims at integrating ITC information with data from African countries to facilitate the monitoring of regional and continental trade agreements.

The Programme Officer will coordinate and supervise the work on capacity building, particularly in relation to the ATO initiative, bringing together different TMI teams and a wide network of national, regional and international partners to strengthen market analysis skills of economic actors.


Under the direct supervision of a Senior Trade Information Officer and the general guidance of the Chief, TMI, the Programme Officer will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned trade intelligence projects, focusing in particular on their capacity building dimension; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client and the partners, by planning workshops, and other interactive sessions and assisting in developing appropriate action plans.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in capacity building strategy development, including the review and analysis of issues, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. concept notes, sections of reports, inputs to publications and marketing materials for communication and visibility of ITC market analysis tools.
• Provides substantive support to meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts face-to-face and online training workshops, seminars, information sessions, etc.; makes presentations on trade intelligence topics/projects.
• Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting of mission summaries, etc.
• Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports.
• Performs other duties as required.


Professionalism: Solid understanding of international trade concepts and functioning of trade agreements. Ability to identify issues, analyze and participate in the resolution of issues/problems. Knowledge and understanding of the concepts and techniques relevant to adult learning. Knowledge of Adobe Suite (Photoshop, Illustrator, After effects). Knowledge of international trade statistics and market access concepts and understanding of trade related issues faced by MSMEs. Knowledge of ITC market analysis tools is an asset. Knowledge of UN/ITC administrative and financial management procedures desirable. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning & Organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.


Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with seven years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant experience in project management or administration or related area is required.

Experience in implementing capacity building activities on market analysis is desirable.

Experience in developing capacity building strategies to strengthen audience’s skills in market
analysis is desirable.

Experience in preparing project proposals and reports, including budgets, is desirable.

Experience in developing training or communication materials using video content software
(eg Camtasia) or publishing software (eg Microsoft publisher) is desirable.

Experience working in/with African countries is desirable.


For the position advertised, fluency in English is required; and fluency of French is an advantage.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a temporary appointment for 6 months (parental leave cover) and may be subject to extension.
