Cadre organisationnel

This position is located in the Office of the Military Adviser, Office of the Military Affairs in the Department of Peace Operations. The incumbent reports to the Chief of Staff, and the overall direction of the Military Adviser.

Responsabilités

Within delegated authority, the Administrative Officer will be responsible for the following duties:

• Provide advice on effective succession management and workforce planning through timely and accurate projection of vacancies and staffing requirements.
• Prepare and Interpret workforce data and statistics related to staffing and the performance management of seconded military personnel using UMOJA or other Business Intelligence Enterprise platforms and make recommendations on seconded military workforce requirements based on HR analytics.
• Advocate for the best application of HR practices, staffing, development, and organizational planning and design.
• Provide advice on the performance management and development process and regularly monitor Performance Management Documents completion rates, providing updates to senior management.
• Collect, secure and analyse military personnel performance data, manage information processes and share data with relevant offices.
• Represents the Department/Unit at Departmental Panels and appointment bodies.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Assists in development the task, conditions, and standards for the military component.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. talking points, briefing notes, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Monitors and reviews the work programme and extra budgetary fund allocations by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
• Defines requirements and work with systems units with respect to improving budget and staffing reporting systems and cost-effective utilization of program resources.
• Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
• Oversees work related to information technology, procurement, including billing and receipt of income from various services
• Reviews adequacy of departmental space requirements.
• Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
• Performs other related work as required.

Formation

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodology is required.

Expérience professionnelle

A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, programme/project management or related field is required.

Experience with talent management and Peoplesoft enterprise resource planning systems or other similar systems is required.

Experience working with military components within the UN system is desirable.

Experience in information management is desirable.

Certification in PRINCE2 or other project management methodology is required.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

• This position is temporarily available until 31 May 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
