Org. Setting and Reporting

This position is located in the UNODC Programme Office in Côte d'Ivoire (POCIV) with duty station in Abidjan, Côte d'Ivoire, Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Senior Programme Officer heading the Programme Office in Côte d'Ivoire, and the additional guidance of the Chief, Software Products for Member States, Information Technology Service (ITS), United Nations Office at Vienna (UNOV)/United Nations Office on Drugs and Crime (UNODC).

The Software Products for Member States Unit (SPMS) develops a suite of innovative software deployed at close to a hundred Member States to operationalize UNODC's mandates in countering corruption, controlling illicit drugs and fighting financial and organized crime. The portfolio of applications provides actionable intelligence through analysis, case management, artificial intelligence and dissemination to Law Enforcement Agencies for combatting financial crime, money laundering and terrorist financing. The suite of solutions is deployed at a large number of Member States and produces a tangible impact in investigations and convictions.

The incumbent will be located in Vienna for two months to familiarize him/her -self with the project, learn the implementation and configuration aspects, as well as all training and support activities around the software provided by SPMS. The incumbent will then move to the UNODC Programme Office in Côte d'Ivoire in Abidjan to occupy his/her position and provide training and support to Member States of that region and other regions. This will include training sessions in West Africa, and other regions of the world, first and second-level support in operation, roll-out of deployments, and all points included in the Responsibilities section below.
Within assigned authority, the incumbent will perform the following specific duties:

•Provide substantive support in the implementation of Net framework-based software and other technical systems and software solutions for Member States.
• Coordinate and conduct system and functional training activities to end users for the goAML application, including providing advanced technical training for applications utilizing Microsoft .Net (MVC, WPF, and Windows Forms), HTML, JavaScript, ORM, SQL, Angular JS and other frameworks, SQL, database systems including MS SQL, configuration, performance and security.
• Prepare training materials, design training courses, scenarios, data as may be needed, and conduct technical presentations.
• Provide first and second level support for Application systems deployed in Member States.
•Participate in software configuration by identifying and documenting the scope of the product underway and enabling communication of these to relevant stakeholders.
•Review clients' product demands, develop project plans, and ensure implementations are completed on time, within budget and meet client expectations, liaise closely with technical teams.
•Provide Service Level Management of the product and its development, provide project planning, execution and monitoring.
•Provide risk management by measuring or assessing risk and developing strategies for its management.
• As may be needed, provide development work and technical advice and ensure compliance with the established development procedures. Ensure compliance with requirements and UNODC standard policies, guidelines and procedures for software development.
• Prepare technical and user documentation for applications.

•Proactively keep all channels of communication with clients open. Communicate with clients on relevant Virtual Community platforms.
• Handle client complaints or major incidents effectively. Investigate and solve clients' problems and bring to the attention of the Support Team. Keep accurate records of discussions and correspondence with customers using SPMS project management tools.
•Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
•Analyze statistics or other data to determine the level of customer service provided.
•Produce social media management and advocacy as may be needed, including publishing frequent media material, infographics and client outreach content on various platforms including the UN platforms.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
•Perform any other work-related tasks, as required.

Advanced university degree (Master's degree or equivalent) in information systems, computer science, mathematics, statistics or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Prince 2 or PMP project management frameworks is desirable

Job - Specific Qualification

Work Experience

A minimum of five years of progressively responsible professional experience in IT Software Projects support/training/delivery and software programming is required

Work experience in .Net associated technologies and TFS frameworks is desirable

Experience in combatting financial crime with technology in the areas of Anti-Money Laundering (AML)/Combating the Financing of Terrorism (CFT) is desirable.

Experience in data analytics or related area is desirable.

Work experience within the United Nations system or similar international organization is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of Spanish is desirable. Knowledge of another United Nations official language is an advantage.


Evaluation of qualified candidates may include a technical test and a competency-based interview.
