Cadre organisationnel

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is in Cluster 4 (Statistics, the information society and technology). Cluster 4 acts as a pioneer and multi-stakeholder regional platform for deliberation, consensus-building, peer learning, and policy solutions to strengthen the institutional framework for official statistics in the Arab region, and enhance the production and use of harmonized, timely and reliable statistics for evidence-based policymaking, to enable the measurement of national and regional progress towards the implementation of the 2030 Agenda; and advance information society in the Arab region and promote the integration of technology and innovation for inclusive and sustainable development.

The Statistician will report to the Senior Statistician.

Responsabilités

Within delegated authority, under the leadership of the Statistics, Information Society and Technology Cluster the Statistician of the Statistical Policies and Coordination Unit will be responsible for managing and implementing activities towards improving the production, dissemination of quality and comparable indicators towards monitoring the Sustainable Development Goals including production of standardized indicators to leave no vulnerable population behind (women and girls, persons with disabilities, youth and older persons etc) with the following duties:

• Organizes, designs, plans and carries out the compilation , evaluation, revision, analysis, and dissemination of official statistical data from surveys (labour force surveys, health surveys, income and expenditure surveys, demographic surveys, etc collected by national statistical offices) and from administrative records (official national institutions and ministries) through the use of statistical software
• Participates in the data processing for the development, implementation and management of official statistical databases.
• Provides capacity development activities, and technical support to improve capacities of countries in the collection and dissemination of official statistics
• Participates in the development or revision of international standards on statistical concepts, definitions and classifications by performing methodological research, and keep countries abreast of the latest updates and good practices.
• Prepares technical documents and contributes to regional, international, intergovernmental publications and for expert group meetings and workshops,
• Organizes and participates in seminars, working groups and expert meetings as a technical resource person.
• Contributes to the management of the Cluster’s work plans, projects, resources, and monitoring of its activities in relation to the Unit’s work, including putting strategies to achieve the objectives of the unit.
• Guides trains and supervises general service staff.
• Performs other duties as assigned.

Formation

Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, sociology or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Relevant training and publications with regard to official statistics, data and metadata standards and computations including analysis are desirable.

Expérience professionnelle

A minimum of five years of progressively responsible experience in the collection, compilation, analysis and dissemination of official statistical data or related area is required.

A minimum of three years of experience in performing data quality checks, strategizing to increase data availability, building capacities, improving data production and data dissemination of key development indicators from official statistical data of surveys (labour force surveys, health surveys, income and expenditure surveys, demographic surveys, etc collected by the national statistical offices) and administrative records (official national institutions and ministries) is desirable.

A minimum of two years of experience in the use of statistical software(s) (SPSS, STATA, R, Python) is desirable

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English and Arabic is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
