• Support the development of the draft of guidance materials on reducing reoffending;
• Organize and convene an Intergovernmental Expert Group Meetings in Vienna (other location to TBC) and a hybrid format
• Provide substantive and organizational support to the project.
• Research materials on various models of prisoner rehabilitation and reintegration programmes around the world and other relevant thematic areas;

• Inputs to the working paper for upcoming Intergovernmental Expert Group Meetings;

The consultant will work under the overall guidance and direct supervision of the Chief of the Section. In particular, the Consultant will be undertaking following activities:
• Assist in the development of practical guidance materials
• Coordinate the organization of the Intergovernmental Expert Group Meetings (Dates TBC);
• Prepare various written outputs (e.g. draft background papers, analysis, sections of reports and studies, etc.) towards the project objective;
• Facilitate and service the Intergovernmental Expert Group Meetings (Dates TBC)
• Draft various reports following the IEGM
• Support the revision of the draft Model strategies towards the Intergovernmental Expert Group Meetings (Dates TBC)
• Prepare background documentation to be used, discussed or referenced at the third IEGM;
• Assist in the development of practical guidance materials on reducing reoffending;
• Conduct required research in various models of prisoner rehabilitation and reintegration programmes around the world and other relevant thematic areas;
An advanced university degree (Master’s degree or equivalent) in law, criminal justice, criminology or other relevant social or political areas is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 7 years of professional work experience, including research, in the field of crime prevention and criminal justice, including several years in the area of reducing reoffending, is required.
Work experience in the area of probation or other non-custodial measures is required.
Work experience in the implementation of relevant UN standards and norms, and in the provision of related capacity-building, is desirable.
Professional knowledge on social work or /and psychology is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
