Cadre organisationnel

This position is located in the Monitoring and Evaluation Service of the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Management and Programme Analyst reports to the Senior Management and Programme Analyst (Senior Programme Officer) of the Monitoring Unit. The focus of these jobs is the development, implementation, and monitoring of a framework for managing delegations of administrative decision-making authority from the Secretary-General to heads of entities across the global Secretariat.

Responsabilités

Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:

• Participates in the development, implementation and evaluation of a system for managing delegations of decision-making authority from the Secretary-General in the areas of human resources management or financial resources management.
• Participates in the development and publication on-line of a comprehensive catalogue of all delegations from the Secretary-General in the assigned administrative area (human resources management or financial resources management, including procurement and property management) as well as the criteria for receipt of.
• Advises managers on the parameters and proper exercise of the delegated authority.
• Proposes the development and application of criteria for approving, limiting, redirecting or withdrawing delegated authority when necessary.
• Ensures that official records of all delegations of authority are recorded, maintained and updated as appropriate.
• Participates in the systematic monitoring (development and implementation) of the exercise of such delegations and the evaluation of managers’ degree of compliance with related policies and processes.
• Engages with entities/managers who have been delegated authority to assess and address the problem when problems are detected. Recommends corrective action and/or accountability measures when warranted, identifies and tracks follow-up actions.
• Supports management reviews to measure compliance with relevant regulations and rules and assesses the effectiveness of internal controls.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in field missions, including provision of guidance to external consultants, and other parties and drafting mission summaries, etc., as applicable.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (work programme, programme budget, etc.).
• Performs other duties as required.

Formation

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in procurement, contract management, contract administration or logistics and supply chain management is required.

Experience with conducting analytical research and data analysis is required.

Experience in using enterprise resource planning systems such as Umoja for analytical and
monitoring purposes is required.

Experience with drafting written outputs including background papers, analytical notes,
reports etc. is required.

Experience with the application of the financial regulations and rules of the United Nations or of a comparable international organization is required.

Experience directly related to first-hand procurement or contracting is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
