This position is in the Protection Transition and Reintegration Section of the United Nations Mission South Sudan (UNMISS), Juba. The Recovery Return and Reintegration Officer- P3 reports to the Team Leader Protection, Transition and Reintegration (PTR), Bentiu Field Office, Unity State and contributes to the overall performance management of the PTR field team. The Protection Transition and Reintegration Section is responsible for supporting protection, early recovery, return and reintegration initiatives in close coordination with UNMISS components, the United Nations Country Team (UNCT), humanitarian actors and government. The section is also responsible for managing UNMISS Quick Impact Projects across the mission and other related projects aimed at supporting mandate implementation. Bentiu is classified in the "E" category and as a non-family duty station.
Within delegated authority, and under the leadership and direction of the Chief of Section, the Recovery, Return and Reintegration Officer P-3 will be responsible for the following duties:
Planning and programming:
Work with and supervise assigned staff in Field Officers in programming and coordinating Mission’s support for protection of Civilians and delivery of humanitarian and protection services through close engagement with Mission components, humanitarian, protection and development partners and local authorities as well as representatives; Monitor and assess the situation of protection of civilians and the delivery of humanitarian, protection services, return and reintegration; Contribute to PTR’s participation and substantive contribution to coordination mechanisms with Mission components, humanitarian, protection and development partners on protections of civilians, early recovery, and implementation of durable solutions for IDPs; support local authorities to propose, design, implement and report on Quick Impact Projects with an aim to establish and build community confidence in the Mission, and create an improved environment for implementation of Mission mandate; Contribute to PTR’s team efforts in planning, organizing and reporting on section activities to support implementation of Mission mandate, PTR’s annual work plan and results based budget and work with partners to identify opportunities to develop programmes/ projects for early recovery to facilitate return and reintegration of IDPs, including stabilization and peacebuilding initiatives.
Analysis, advice and reporting:
Monitor and assess political, social and economic developments, trends and emerging issues in the area of responsibility with regard to protection of civilians, delivery of humanitarian assistance and protection services, facilitation of return and reintegration of displaced persons, durable solutions and early recovery initiatives; Assess implications and make recommendations to head of section/senior management of possible policies, strategies and other measures to address issues of concern and advance mandated objectives. Support PTR Section field teams in data collection and analysis, and monitoring and evaluation efforts, as well as manage incoming field missions and ensure that relevant field data and information is available for the Chief of PTR Section. Prepare and draft inputs to daily and analytical reports, code cables and reports of the Secretary-General related to protection of civilians, early recovery, delivery of humanitarian and protection services, return and reintegration of IDPs and refugees; and prepare inputs to briefings, background notes, talking points, cables media statements, speeches by senior officials, as well as Mission’s strategies, polices and other mechanisms to strengthen protection of civilians, facilitate return and reintegration and foster environment conducive to delivery of humanitarian and protection services.
Partnership:
Build and sustain collaborative working relations with Mission components, UN and non -UN partners, national authorities and representatives, bilateral and multilateral donors, regional organizations, international financial institutions, private sector, civil society and other stakeholders; constructively engage with IDPs, vulnerable communities and local authorities to support development of associated policies and guidelines and conduct other duties as required.
Information management and communication:
Maintain effective system of information management and flow of activities and programmes in the team, in addition to maintaining effective coordination and communication with Mission components, humanitarian, protection and development partners, and local authorities or representatives. Work with Mission components and oversee development and review of relevant Mission contingency plans in coordination with humanitarian agencies.
Management and administration:
Contribute to the formulation and implementation of the programme of work and support planning and budgetary processes for current and future field operations. Support team members to identify opportunities and initiatives that contribute to addressing protection of civilian threats, facilitate return, reintegration, and stabilization. Fulfils the function of Team leader and oversees other staff of PTR in the team. Carry out any other relevant duties as required.

Advanced university degree (Master’s degree or equivalent) in political sciences, social sciences, public administration, internationals studies, economics, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
A minimum of five (5) years of progressively responsible professional experience in the areas of protection of civilians, humanitarian affairs, early recovery, return and reintegration, rehabilitation and development related areas are required.
A minimum of three (3) years of proven working experience in coordination of integrated protection of civilians responses in fragile conflict environments, with specific working experience in the region is required.
Experience of inter-agency coordination and management of complex inter-disciplinary and multi-dimensional programmes and projects in a post-conflict context is desirable.
English and French are the working languages of the United Nations. For the position advertised, fluency in English (both oral and written) is required.
