Cadre organisationnel

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asia and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position supports the Executive Secretary in coordinating the work of ESCAP’s divisions and regional institutions under subprogrammes on Macroeconomic Policy, Poverty Reduction and Financing for Development; Trade, Investment and Innovation; Transport; Environment and Development; Information Communications Technology and Disaster Risk Reduction and Management; Social Development; Statistics; and Energy.

Responsabilités

Under the overall guidance of the Executive Secretary and in coordination with the Deputy Executive Secretary for Partnerships and Coordination, the Deputy Executive Secretary for Programme will be responsible for the following functions:

•Coordinates the work and contributes to the overall management of the divisions and regional institutes under the DES’s purview.
•Contributes to the formulation of overall strategies and policies by participating in various intergovernmental committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the Executive Secretary.
•Provides leadership to the development of innovative and/or change management programmes.
•Facilitates and implements the substantive work programme of the divisions/regional institutes under supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Coordinates work in the different areas and with organizations within and outside the United Nations System as appropriate.
•Co-ordinates and oversees the substantive preparation of reports for presentation to intergovernmental bodies such as the Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
•Oversees the programmatic/administrative tasks necessary for the functioning of the divisions and regional institutes, including:
- preparation of the programme plan
- monitoring of performance parameters and critical indicators,
- preparation of inputs for results-based planning and strategic evaluation of projects, divisions, regional institutions and subprogrammes
- evaluation of staff performance (ePerformance),
- recruitment of staff for the divisions/regional institutes taking due account geographical and gender balance and other institutional values
•Manages, guides, develops and trains staff under supervision; fosters teamwork and communication among personnel of the divisions and regional institutes and across organizational boundaries.
•Chairs meetings, seminars, etc., on substantive issues; represents the Organization at international, regional, and inter-agency meetings, seminars and conferences; provides programmatic/substantive expertise and holds programmatic/substantive and organizational discussions with representatives of other institutions.
•Performs other related duties as requested by the senior management of the Organization.

Formation

Advanced university degree (Master's degree or equivalent) in business administration, management, economics, social development, development planning, international studies or related area is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

Over fifteen years (or over seventeen years for candidates with a first-level university degree) of progressively responsible relevant experience in the coordination and implementation of a substantive work programme and the formulation of organizational priorities and strategy is required.

At least three years of relevant experience in senior management positions related to economic and social development is required.

Demonstrated experience with the United Nations System and intergovernmental processes is desirable.

Experience in managing relations with other international and intergovernmental organizations within and outside the UN system is desirable.

Connaissances linguistiques

English and French are the working languages of the UN Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.

This is a temporary position and will be available for six months initially. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment.
