Cadre organisationnel

This position is located in the Global eLearning Programme, Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna. The Associate Programme Officer will work under the direct supervision of the Programme Officer of the eLearning Programme.

Responsabilités

Within limits of assigned authority, the incumbent will be responsible for the following specific duties:

• Support the coordination for the development of online training courses with respective counterparts (i.e. relevant UNODC Sections/Units at HQ and in the field)
• Develop and produce eLearning storyboards and other learning materials in English. Act as a focal point for the production-related subject matter experts and donors on the pedagogical aspects of training development.
• Contribute to the development and implementation of the Global eLearning Programme by monitoring specific aspects of the programme; identify problems and issues to be addressed and recommends corrective actions; liaise with relevant parties; identify and track follow-up actions.
• Provide guidance to support staff for the production of eLearning modules, as required.
• Support the implementation of procedures and systems for the timely completion of eLearning orders and tasks.
• Track and monitor the eLearning production flow to ensure that deadlines are met on time and with quality, as specified in the donor agreements and service orders.
• Contribute to the identification of technology needs for the identification of software and systems that might contribute to the improvement of quality or timely delivery of the production assignments.
• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties, as required.

• Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Formation

An advanced university degree (Master’s degree or equivalent) in business administration, management, political science, public administration, or related field is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Expérience professionnelle

A minimum of two years of progressively responsible professional experience in project management, administration, or related area OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Work experience within management of e-learning production (e.g. Articulate, Rise) is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Experience in data analytics or related area is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

• This temporary position is available for six months. Filling of this temporary vacancy and actual duration is subject to availability of the post and funding.

• If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
