This position is located in the Strategic Heritage Plan (SHP) Project Team, Programme Management Support Service, Central Support Services, Division of Administration, United Nations Office at Geneva.
Under the authority and overall direction of the Chief, Programme Support Services, Strategic Heritage Plan Project Team, with a functional reporting line to the Chief, Procurement and Contracts Unit, the incumbent will be responsible for the following duties:
• Plans, develops and manages of procurement and contractual aspect related to the SHP. Such activities could involve leasing, construction, architecture and various specialised consultancy requirements.
• Under the technical supervision of the Chief, Procurement and Contracts Unit, serves as a senior procurement and contracting expert with responsibility for the worldwide procurement of a wide variety of supplies and services associated with SHP (technically and legally) contracts and procurement activities.
• Provides technical advice on procurement activities to Chief, Programme Support Service of other SHP official's during all phases of the procurement cycle.
• Analyses and evaluates procurement requests and ensures appropriateness of technical specifications.
• Develops and prepares highly complex contracts for procurement of SHP-related commodities or long-range services; issues international tender invitations; evaluates responses to tender; and makes recommendations for finalisation of purchases and award of contracts; signs procurement orders up to the authorised limit, and, in cases where the amount exceeds authorised signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorised official.
• Develops new tactical approaches to contracts, as well as new methods for the application, based on market research.
• Under the technical supervision of the Chief, Procurement and Contracts Unit, contributes to development of SHP procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.
• Maintains and constant examination patterns in exporting countries; evaluates the productive capacities and performance of manufacturers to identify supplies sources.
• Establishes approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
• Provides direction and guidance to more junior staff.
• Prepares a number of reports commands correspondents, analyses and other documents, as required, related to the SHP-connected procurement activities.
Professionalism: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for highly complex and technologically advanced goods and services. Knowledge of contract law and expertise in contracting for operations relating to construction contracting for large office building type facilities or related infrastructure projects. Knowledge of construction renovation projects, architecture, leasing, insurance, project management and estimating or quantity surveying. Knowledge of leading-edge procurement methods and good negotiating skills. Knowledge of contract law and expertise in handling complex procurement and contract issues. An advanced university degree (Master’s or equivalent) in business administration, public administration, commerce, engineering, law or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Professional certification in supply chain such as Chartered Institute of Purchasing and Supply (CIPS level 4) or equivalent is required.
A minimum of seven years of progressively responsible experience in procurement is required.
Hands-on experience in procurement of major constructions projects and commercial real estate project administration is required.
A minimum of five years of experience directly related to first-hand procurement and/or contracting at the international level is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is temporarily available until 30 June 2023 with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
