Background
The UNDP–UNEP Poverty Environment Action for Sustainable Development Goals (Poverty-Environment Action) is a global UN-led programme supporting country-led efforts to mainstream poverty-environment linkages into national development planning, budgeting and finance. Poverty-Environment Action provides financial and technical assistance to government partners to establish institutional and capacity strengthening programmes and carry out activities to address the poverty environment context.UNEP’s Regional Office For Asia Pacific (UNEP ROAP) is engaged in several initiatives relating to sustainable development of the blue economy. As a partner with UNDP in the Poverty Environment Action programme (PEA) and with Asian Development Bank (ADB), UNEP has co-managed the development of a Blue Economy Knowledge Product: Opportunities and Challenges for Investment in the Sustainable Blue Economy of Asia and the Pacific.The overall objective of this consultancy, in Year2(2023) of the BlueImpact initiative, is to further develop the BlueImpact mechanism in coordination and with parallel support from ADB
Under the direct supervision of the UNEP Regional Development Coordinator for Asia and the Pacific, and in close consultation with the UNDP Head of Regional Climate Finance Network, the consultant is required to:
1. Drawing on the experience of the SME readiness support provided through UNDP‘s support in 2022 and from a desk review of experiences from the region and globally, develop a tool kit on ‘getting investment ready’ for SMEs that outlines action that SMEs can take independently- without external training support- to increase their ‘investment readiness.
Advanced University degree ideally on environment/development studies, natural resource management, sustainable development, political science, business or finance or a related discipline, or the equivalent combination of education and experience in a relevant field is required.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university
a) At least 7 years’ experience working on development, finance or related areas is required.
b) Experience of working on development financing mechanisms, funds or other entities is required.
• Experience working on blue economy finance, policy and/or analysis is desirable.
Fluency in written and spoken English is required.
