Duties and Responsibilities

1. Organizational Setting, Purpose, and Objective:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is under the supervision of the Climate Action Regional Coordinator of the UNEP West Asia Office.
UNEP’s work in Climate Action focusses on supporting the transition to carbon neutrality by promoting decarbonization, dematerialization, and resilience at the regional, national, and business levels. This is achieved through the development of policy and regulatory frameworks that align with national climate goals, as well as climate adaptation planning, including the implementation of early warning systems. During COP27, Kuwait committed to achieving carbon neutrality in the oil and gas sector by 2050 and in other sectors by 2060. Thereafter, The Kuwait Environment Public Authority (KEPA) invited UNEP to support the development of Net Zero Carbon Strategy for Kuwait. The Strategy will be developed by identifying achievable mitigation measures, providing a roadmap to reduce greenhouse gas emissions to net zero, and policy recommendations that align with Kuwait's ongoing
efforts to amend legislation and protect natural resources from the impacts of climate change. UNEP constituted a team of international consultants to deliver on the multiple dimensions of the Strategy. The objective of this consultancy is to update the GHG emissions inventory and building an energy system model for Kuwait.
