Under the direct supervision of the Associate Programme Officer – Asia Pacific Clean Air Partnership, the consultant is required to provide technical input and expertise on air quality management in cities. The consultant will deliver the following key outputs:
1. Provide technical inputs on the final draft report “towards achieving clean air for blue skies in Seoul, Incheon, and Gyeonggi in Republic of Korea” for publication clearance.
2. Provide technical inputs for the launch of the report: Towards achieving clean air for blue skies in Seoul, Incheon, and Gyeonggi, Republic of Korea, including video development and other communication materials.
3. Deliver city-to-city knowledge sharing meeting between Seoul, Incheon, Gyeonggi (SIG) and Bangkok on improving air quality.
4. Develop the final project report and donor meeting.
5. Provide technical expertise to develop a concept note for next phase of the project, including facilitating meeting with partners.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.
The first United Nations Environment Assembly (UNEA) resolution on air quality adopted in 2014 called on UNEP to undertake assessments focused on identifying gaps to address air pollution, including monitoring and control, opportunities for cooperation, and mitigation opportunities. This was reinforced by UNEA resolution 3/8 on ‘Preventing and reducing air pollution to improve air quality globally’ which stressed the need for further sharing of existing knowledge… on science, technology, policy, measures, and best practices related to addressing air pollution.
The Project “Beating Air Pollution in Seoul, Incheon, and Gyeonggi (SIG) through Evidence-Based Solutions” aims to assess the air pollution reduction interventions in SIG by reviewing the progress in air quality action and improvement at the national and local level from 2005 to 2050 to (1) increase understanding and awareness on the status of air pollution issue, including sources of air pollution, and on the actions being taken by relevant stakeholders to address this issue; (2) improve future policy action to reduce air pollution with better understanding of the effectiveness of policies and measures in place; and (3) identify good practices to inspire other cities and countries to beat air pollution.
The project seeks to recruit a consultant to provide technical guidance and expertise on air quality management for the effective and efficient implementation of the approved project workplan and activities of the Project “Beating Air Pollution in Seoul, Incheon, and Gyeonggi (SIG) through Evidence-Based Solutions.”
ACADEMIC:
Advanced university degree in environmental science, environmental management, international studies, sustainable development or related field. A Bachelor’s degree with additional two years of experience will be considered.
EXPERIENCE:
• A minimum of 5 years of professional work experience in preparation, designing and implementation of international development projects, ideally in the field of environment is required.
• Experience working with local government agencies on environment issues (ideally in air quality or climate change related issues with the local governments of Seoul, Incheon, and Gyeonggi in the Republic of Korea) is desirable.
• Experience working in Asia and the Pacific Region, and with regional and sub-regional networks is desirable.
• Familiarity with conducting air quality or climate change-related assessments is desirable.
SPECIAL KNOWLEDGE & SKILLS:
• Demonstrated excellence in communications and writing skills in English
• Competent in usage of MS Office programmes (MS Word, Excel, Power point
• Have affinity with or interest in air quality issues.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Fluency in Korean language both in oral and written is an advantage.
