This consultation is part of the SwitchMed II Programme funded by the European Commission and implemented by UNEP, which consists of supporting eight countries on the southern shores of the Mediterranean, to develop and implement policies to adopt Sustainable Consumption and Production (SCP) Patterns. SwitchMed directly supports the reinforcement of an enabling policy environment, the practices by private sector and facilitation of experience-sharing among stakeholders. It further aims at stimulating the creation of greener business opportunities and decent employment, while reducing the environmental footprint of consumption and production activities. Different measures will help to make the circular economy (CE) model the mainstream business model in the Southern Mediterranean region.
Under the SwitchMed programme, a Sustainable Consumption and Production National Action Plan (SCP-NAP) was developed under the coordination of the Ministry of Environmental Protection with advisory services and technical support from UNEP. The Plan is part of Morocco’s efforts to achieve Agenda 2030 and the Sustainable Development Goals (SDG12.1).
The consultant will provide technical assistance to the following tasks:
(i) Develop an action plan and roadmap for food waste in Morocco
(ii) Provide support to UNEP SwitchMed team for activities in Morocco
1) Food waste in Morocco - develop an action plan and roadmap for food waste in Morocco
In close collaboration and discussion with the Moroccan Ministry of Sustainable Development, the consultant will work on “food waste in Morocco” - an action plan and roadmap for food waste in Morocco” with a special focus on food waste prevention and reduction (hereafter: FWPR).
The objectives of this task are to:
- Map relevant and practical policy measures to prevent and reduce food waste,
- Identify policy and regulatory gaps that currently encourage food waste or could assist in its prevention,
- Formation of set of criteria to prioritize and select relevant measures,
- Consolidation of existing white papers, research and previous assessments of FWPR, into a document that describes all policy measures,
- Form an inter-ministerial mechanism, including an action plan for food waste prevention and reduction through consensus building and engagement,
- Demonstration / presentation of potential costs and benefits of FWPR policies in relation to other national strategies, such as national climate change strategy, circular economy, and waste management strategy.
- Coordination and professional preparation for the meetings of an inter-ministerial work team that will include representatives of relevant ministries, such as Ministry of Sustainable Development, Ministry of Economy and Finance, Ministry of Agriculture, Ministry of Industry, Ministry of Health, Ministry of Education.
- Arranging and leading a multi stakeholder (local authorities, food manufacturers, retailers, food caterers, hotel chains etc.) process through work meetings with all relevant concerned parties to examine and select policy measures for adoption,
- Provide ideas, recommendations and opportunities for possible next steps adapted to specific national contexts (prepare 5-10 project fiches).
- Develop a communication component through innovative communication to support reinforcement of national food waste challenges.
2) Provide support to UNEP SwitchMed team for activities in Morocco
The consultant will be working in close collaboration with the UNEP SwitchMed team and the National SwitchMed focal point in the implementation of all SwitchMed activities in Morocco. He/she can be asked to assist in drafting and reviewing documents, selecting implementing partners and coordinated the different SwitchMed outputs and outcomes.
The position is home based. Meetings will be conducted online or in person - commuting (in Morocco) may be required occasionally. Desktop research and interviews will provide the knowledge base. Work meetings and round tables will be used for engagement, consultations and solidifying of the action plan.
All deliverables will be in French. Working documents and meetings may be in Arabic. Short summaries of key deliverables will be translated into Arabic and English.
• At least 15 years work experience on sustainability services including sustainable consumption and production, circular economy, blue economy including experience in working with public-sector officials and/or industrial sectors and providing them technical advice on environment, climate change, energy efficiency, SCP, circular economy, etc, and with a good understanding of the legislative, political and institutional schemes on SCP in Morocco.
• Experiences on technical support in environmental policies is an advantage.
• Excellent research skills to analyze and compile relevant information from desktop research, stakeholder interview, and project implementation, to summarize, produce studies and draw sensible conclusions.
• Excellent writing skills in drafting technical documents and reports, by summarizing critical information from research and interviews, and tailor the language and styles towards policy makers and businesses.
• Experience in coordinating multi-stakeholder national / regional processes and establishing and maintaining productive partnerships with clients.
• Working experience at regional and international levels is desirable; Experience in project implementation in developing countries in transition context is an advantage.
• Knowledge of the SwitchMed programme, SCP-NAP, Circular Economy, Blue Economy, and national SDG/Climate Change reporting mechanism is an advantage.
• Knowledge of the UN System and especially UNEP is an advantage.
Fluency in French and Arabic (oral and written) is required for this job.
