Result of Service

The Cooling Specialist will deliver the following:
¿ project implementation activities in Cambodia, Vietnam, Indonesia, and South-South Exchange
o Timely delivery of project activities planned for Urban Cooling project in Vietnam, Passive Cooling project in Cambodia, NCAP project in Indonesia.
o South-South exchange modality and hub established with India
o Facilitate development of NCAPs for Indonesia and Vietnam and integration of cooling into national policy in pilot countries
o Regional approach to urban heat island assessments
o Development of two funding proposals
o Reporting and linkage established between learnings in country projects and working group activities

¿ Partner engagement and advocacy and knowledge development
o Uptake of NCAP Working Group with additional members joining and work plan established and rolled out.
o Support at least two knowledge products (e.g. UHIE global methodology development, NCAP regional methodology, Stocktake report etc.)
o Support UNEP-Cool Coalition participation at high-level events including COP 28, OEWG, MOP, G20 including preparation of background documents, partner engagement and consultations, logistics, choreograph, speaking points, briefings.
o Reporting on at least two Cool Coalition trainings/ workshops/ webinars to be facilitated by the specialist.

¿ The effectiveness and management of the work, ensuring that activities remain on time and budget to the extent practicable.
¿ Quality, reliability, and pertinence of gathered information.
¿ Timeliness and pertinence of deliverables and reporting.

Duties and Responsibilities

UNEP is accelerating the global transition to energy-efficient and climate-friendly cooling. Getting the right solutions in place for sustainable cooling essential for improving the quality of life and health of people without undue impacts on the planet.

The Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy, and joint action towards a rapid global transition to efficient and climate-friendly cooling. The Secretariat of the Cool Coalition is hosted at UNEP.

The consultant will technically support the Cool Coalition secretariat on the delivery of the advocacy, partnership, knowledge and demonstration activities as per the Cool Coalition workplan. This will include technical support to develop tools, methodologies, reports, and associated trainings; undertaken advocacy and outreach events; coordinate expert working groups; and support project implementation activities in the Asia Pacific region. The consultant will also ensure that UNEP’s activities are well-aligned with other internal UNEP programmes and Cool Coalition partners.

Qualifications/special skills

¿ An advanced university degree (Masters or equivalent additional experience) in Energy, Environmental science or engineering.
¿ At least 5 years of professional experience with energy efficiency and climate policies, programs and technologies related to refrigeration, air conditioning and related cooling solutions. Prior experience in analysis and research, preferably within a cooling context is desired. Experience working with emerging economies is a plus. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
¿ Specific knowledge: Has sound knowledge of cooling efficiency, urban cooling, global cooling practices, HVAC technologies in thermal comfort and cold chain solutions, global nexus between energy efficiency, refrigerant transition, climate change and; project development, policy frameworks and financial instruments; experience in agriculture, rural development, cooling and energy in coordination with a large number of multi-stakeholders. Possesses strong analytical skills and the ability to proactively seek and identify relevant lessons and case studies.
¿ Professionalism: Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence and flexibility when faced with difficult problems or challenges; remains calm in stressful situations.
¿ Communication: Speaks and writes clearly, concisely and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify perceptions and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates proactivity and openness in sharing information and keeping people informed.
¿ Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. Considers outputs achieved according to effectively delivery, as opposed to the amount of time given to tasks.
¿ Teamwork: Works collaboratively with colleagues across institutions to achieve organizational and strategic goals; is willing to learn from others; Places team agenda before personal agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of another UN language would be an advantage.
