Result of Service

NDC Action National Coordinator will support initially focus on NDC Prioritized Strategic Sectors in Argentina, including but not limited to the actual NDCs sectors. The NDC Action working plan will be coordinated with key professionals within the Ministry of Environment.

Overall Activities:

The NDC Action National Coordinator will contribute to the achievement of the expected Outcomes and Outputs of the NDC Action Project in Argentina. This will include supporting the Deputy Climate Change Secretary and Directorate of Climate Change of the Ministry of Environment in Argentina in coordinating the NDC implementation through regular update reports on implementation and supporting organization of meetings, overall planning, organization and implementation of the Project in country with close cooperation of national technical institutes.

¿ Overall NDC Action Coordination in Argentina and support the Ministry of Environment, as well as the National Cabinet of Climate Change in order to ensure project outcomes, outputs and activities are performed according to commitments made with the donor.

¿ From the Ministry of Environment, support the revision of updated NDCs in the country.

¿ Elaborate and coordinate with national entities, the TORs for consultants and the selection processes according to the work plan.

¿ Facilitate the engagement of stakeholders with the project, including regional governments, local environmental authorities, including but not limited to: International Climate Initiative (IKI) NDC Programme, The IKI Regional LEDS Support Project, CBIT Project, and other transparency projects led by UNEP.

¿ Financing and project structuration capacity building: Several projects and NDC support initiatives have a capacity building component for the enhancement of financing skills. There are many actions shortlisted as options to be financed and/or scaled up. NDC Action should consider those previous prioritization analyses and suggest its actions as a continuation of some of the actions that are already identified.

¿ Prepare the Project progress reports and, all annual/year-end project revisions;

¿ Provide local insights to international experts;

¿ Participate in the discussions and development of the Climate Change National Plan of Argentina.

¿ Participate in the discussions and development of the national LTS in relation to the NDC.

¿ Promote the work and dialogue with the National Technical Institution (NTI) for Argentina.

¿ Collaborate as the NDC Action Coordination in Argentina to the meetings and technical discussion of the External Advisory Board (Consejo Asesor Externo in Spanish) for the implementation of the national NDC regarding the objectives of the project.

Ultimate Result of the Service:

¿ The project meets its objectives and achieves expected outcomes via day-to-day project operations and project partners are periodically updated on the progress of the project via progress reports.

¿ The project finances and processes are periodically updated according to work plans and budgets.

¿ Administrative activities of the Agreements are carried out according to the work plan.

¿ Day-to-day project operations are ensured.

¿ Prepare Reports including monthly budget execution of the project;

¿ Prepare Reports with main conclusions from meetings with the financial team of the Ministry of Environment and Sustainable Development;

¿ Keep track of day to day project financial operations and administration of the project and preparing the related reports;

¿ Be responsible on a regular and collaborative basis in procurement duties for all project activities;

¿ Monthly report with individual or group consultants hired, indicating the status of hiring, budget, dates of deliverables.

¿ Project partners are periodically updated for allocation of the grant according to the quarterly and annual work plans and budgets elaborated in coordination with relevant stakeholders.

¿ Via monitoring the risk management plan, project partners are notified in writing if there is need for modification to the agreed implementation plan and budget, as a means to seek approval. Any inconsistencies made by the Executing Agencies will be addressed and rectified.

¿ Annual work plans are prepared in consultations with the NDC Action Review Committee and project partners.

¿ TORs for consultants are published and candidates to the positions are interviewed according to the work plan.

¿ National Launching event and workshops, national NDC Action workshops and Climate action coordination comities and/or commissions are held according to the approved work plan.

¿ Technical advice and guidance are provided to the project team on issues related to the project activities.

¿ Management and coordination, project partners, of the operative aspects of contracting professional services and everything necessary for the execution of any activity are periodically made, taking into account any mechanism necessary to monitor compliance with external contracts and subcontracts.

¿ Keep up-to-date on documents/reports/guidelines for procurement requirements from UNEP and UNEP-CCC and the local government;

¿ Identify and introduce improvements to administrative and financial procedures, systems and practices.

¿ Participate in the follow up of payments and review the monthly activity reports delivered by the consultant.

¿ Develop and keep up-to-date on internal documents/reports/guidelines for individual contracts, procurement and payment, travel expenses budget processes in order to be easy to deliver for the parties involved.

¿ Collaborate with the Argentinian NTI on the budget implementation of the project.

¿ Keep the ministry records up to date in the Argentinian’ national Electronic Document Management System (GDE System).

¿ The gender approach is mainstreamed in project activities.

¿ Organize high-level launch event for the project for key stakeholders in the second half of 2022 (ideally back-to-back to NDC stakeholder consultation / launch of updated NDC).

¿ Identification of main barriers for NDC implementation in Argentina from the perspective of institutional arrangements and multi-stakeholder engagement;

¿ Participate in the development of sectoral NDC policies and programmes once the two priority sectors are identified through ongoing consultation with stakeholders in the country;

¿ Collaborate with the UNEP-CCC Partnership in the organization of workshops in the country as part of the initiative, considering the national priorities and national consultants’ engagements;

¿ Be responsible for the quality of the activities and the coordination of local and international experts.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The project entitled “NDC Action – Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goals” will be implemented in Argentina by United Nations Environment Programme (UNEP) and the UNEP Copenhagen Climate Center (UNEP-CCC) in close collaboration with identified national institutions.

To achieve the adaptation and mitigation goals of the Nationally Determined Contributions (NDCs), countries need to translate their broad NDCs into specific actions. NDCs typically list these actions, but the descriptions often lack specificity and details and are generally weak on institutional arrangements and transparency. By translating each NDC into sectoral portfolios of policies and programmes, the project will bridge the gap between the content of the NDCs and the information and capacity required for their implementation.

Aligning with Argentinas´s own NDC priorities, the NDC Action Project bridges this gap. The project will secure a multi-stakeholder and high-level engagement; provide the technical support to strengthen the capacity of Line Ministries and Sub-regional government bodies responsible for NDC implementation; support development of a portfolio of sectoral policies and programmes for two priority sectors selected in each country; support development of investment plans in these sectors; and facilitate experience-sharing, both among the partner countries and beyond.

Key elements of the programme include the strengthening of NDC relevant institutions and multi-stakeholder consultation mechanisms, the preparation of a portfolio of policies and programmes for two prioritized sectors in the country, the mainstreaming of NDCs into climate-friendly investment plans and the support for the development of finance-ready proposals, as well as sharing of lessons learnt across sectors, countries, and regions.

NDC Action Project supports countries to accelerate NDC implementation in the following ways:

• Build on partner countries’ existing NDC coordination mechanisms and reinforce them where needed;

• Support partner countries translate their NDCs into sectoral strategies and actions, including climate-friendly investment plans, ready for financing and implementation;

• Build institutional capacity among the ministries and multi-stakeholders through training programmes to lead to concrete investments in two priority sectors selected by each partner country;

• Facilitate peer-learning at the regional level among partner countries and beyond to foster the uptake of proven policies, programmes, and financing schemes for accelerated NDC implementation.

In this sense, UNEP LACO is looking for an NDC Action National Coordinator, who will serve as the primary governmental contact person to manage and report the overall progress of the initiative in the country.

The NDC will work under the supervision of UNEP Climate Change Coordinator at the Latin America and The Caribbean Office, and will be based in Buenos Aires, in the Ministry of Environment ’s offices in Buenos Aires, Argentina. The incumbent will work 40 hours per week, from Monday to Friday, full time.

Qualifications/special skills


¿ Bachelor’s Degree in Administration, Accountability, Business Administration, Social Science or other university degree relevant to climate change, environment and national development (required);

¿ Post-graduate degree in relevant areas related to climate change or public politics (desirable).


¿ At least 3 years of experience with project administrative and financial tasks (required);

¿ Experience working with public sector, private and/or civil society organizations (desirable);

¿ Knowledge of environmental topics and/or climate change issues in particular (desirable);

¿ Professional experience in budget management and reporting of projects with progress and quality indicators (desirable);

¿ Demonstrates understanding of administrative and financial processes of the Ministry of Environment and Sustainable Development (desirable);

¿ Experience using Generador Electrónico de Documentos Oficiales is desirable (GEDO);

¿ Demonstrates understanding of the national and international climate change framework (desirable);

¿ Experience in managing projects (desirable);

¿ Demonstrates understanding of administrative processes of the Ministry of Environment and Sustainable Development (desirable);

¿ Demonstrates understanding of UNEP´s administrative, procurement and report processes (desirable);


¿ Fluent in Spanish and have a confident level in English is required;
