Org. Setting and Reporting

This position is located in the Records Management Unit, Policy and Strategy, Governance Division, Office of Information and Communications Technology. The Information Management Officer reports to the Chief of Section.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

• Support the Chief and contributes to the formulation of the information management framework and the associated policies, procedures, objectives and guidelines affecting the development and maintenance of the Organization’s information and data management in supporting the digital transformation across the Secretariat.
• Conducts policy-oriented research and drafts on the applicability of information technology to information and data management, and keep abreast of technological developments.
• Assesses and makes recommendations relating to the use of information systems from the information management perspective. Provides reliable, up-to-date research and specifications for information management technology and innovations applications relevant to information and data management.
• Provides advisory services Organization-wide on information management practices based on needs, business process, workflow, technical architecture and information resources analysis; makes recommendations relating to best practices, improvement and implementation strategies, resource requirements, naming convention, content retention, data classification and procedures for effective management of information life cycle; and informs management policies and procedures, with an emphasis on strategic programme enhancement and technological applications.
• Monitors the progress of projects in client offices, ensures compliance with Organizational policies, standards and guidelines and provides assistance in identifying consultants as required and associated project Terms of Reference.
• Evaluates and pilots emerging technologies for implementing the information management framework; plan and develop migration strategies for identifying and preserving long-term digital records and permanent digital archives generated in enterprise information management systems; and develop and maintain expertise necessary to advise Secretariat entities in the management of digital information, data, records and archives.
• Evaluates applications and cost-effectiveness of services in relation to technology options and prepares data and recommendations for decision-making.
• Develops client outreach strategy and programme and coordinates its implementation.
• Develops strategy, materials and deliver training on information management, data management, Organizational information management policies and procedures, as well as industry best practices.
• Carries out managerial responsibilities, at the request of the Chief, relating to compliance with administrative and auditing requirements, programme planning, policy and procedure recommendations, budgeting, human resources and facilities management.
• Guides, trains and supervises professional, general service staff, contractors, consultants, and interns in the various information management functions.
• Performs other duties as assigned.

Competencies

• Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

An Advanced university degree (Master’s degree or equivalent degree) in information science, information management, information systems, computer science, data science, data analytics, social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of seven years of progressively responsible experience in information management, information systems project management, programmes management, data science, data analysis or releated area is required.

• A minimum of two years experience of industry leading tools for in data management, international standards on data classification and information security classification is required.

• Experience in the development of policy and guidance related to data and information management is required.

• Experience in drafting high-level reports or other related documents is desirable.

• Experience in information governance, data governance, data protection and privacy, information security is desirable.

• Experience in developing methodologies using AI, machine-learning or natural language processing is desirable.

• Experience in providing information management related services within the UN Common System or other comparable international organization is desirable.

• Experience in managing complex information management projects or programmes involving senior managers as stakeholders is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of a second official UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
