Result of Service

The ultimate result of the service is to is to assess the implementation of the 2012 City Policy by leading the activities relating to the 2012 city Policy of Mali review (recommendations), and to specify the state of Urban rural linkages around Greater Bamako while producing a case study on URL in conflict / post-conflict zones.

Duties and Responsibilities

I. ABOUT THE ORGANIZATION

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

Within UN Habitat, the Urban Practices Branch (UPB) supports governments and local authorities with tested approaches, guidelines and tools to plan city growth in an inclusive, sustainable and future-proof way in tune with social, cultural, economic, and environmental concerns and particularities. The Branch has five closely related areas of work: (1) Policy, Legislation and Governance, (2) Basic Urban Services, (3) Land, Housing and Shelter, (4) Planning, Finance and Economic Development, and (5) Human rights and social inclusion.

The work of the Policy, Legislation and Governance Section (PLGS) is done in a broader framework at different scales (metropolitan, regional, national and infranational). The Section plays a key role in the implementation of the Agency's strategic plan with flagship programs, relevant sustainable development goals and the New Urban Agenda (NUA). The Section works in collaboration with other units, sections and branches of the Agency both at Headquarters and in the field to support national and local governments and partners. The Section encourages high impact initiatives, programs and projects that leverage its world-class expertise and knowledge to deliver timely, responsive and targeted solutions. The Section serves as the Agency’s focal point and center of excellence for global solutions in urban policy, legislation and governance. The Section carries out capacity building, tool and framework development, policy dialogue and advisory services.


II. OBJECTIVE OF THE CONSULTATION

The objective of this consultancy is to lead the activities relating to the 2012 city Policy of Mali review (recommendations), and to specify the state of Urban rural linkages around Greater Bamako while producing a case study on URL in conflict / post-conflict zones. The consultant will support the development and implementation of activities related to the Policy, Legislation and Governance Section of UN-Habitat in close collaboration with the Regional Office for Africa of UN-Habitat.


III. RESPONSIBILITIES AND ACTIVITIES

1. Assessment (follow up) of the City policy (PONAV) and the first implementation (PRODEV) follow with recommendation for process to develop a National Urban Policy for Mali;
2. Framework / strategy document for the implementation of the New Urban Agenda (NUA) and the 2030 Agenda;
3. Assessment and implementation of urban rural linkages around Bamako in support of Greater Bamako;
4. Production of a Mali case study for the urban-rural linkages guiding principles in post-conflict / conflict / migration zones.


IV. SUPERVISION

The activities of the consultant will be the responsibility of the Head of the Policy, Legislation and Governance Section (PLGS) and the Urban Practices Branch chief in collaboration with the Regional Office for Africa (ROAF).


TERMS OF SERVICE

The duration of the mission is for a maximum of six (06) months. The consultant will be based in Bamako, Mali.

Qualifications/special skills

ACADEMIC QUALIFICATIONS:
University Masters degree in engineering, urban planning, urban governance, urban geography, architecture, policies development and analysis, social sciences or any other related fields is required.
A bachelor's degree with an additional two years of qualifying experience may be accepted in lieu of the master's degree.

A minimum of five years of experience with high responsibility position in policy and program management, administration or related field is required.

Demonstrated good communication skills including the ability to prepare reports, proposals, policies and procedures for a diverse set of clients (e.g. multinational private sector companies, NGOs, community organizations, etc.).

Languages

English and French are the official languages of the United Nations. Fluency in spoken and written French is required. Knowledge of other UN languages (especially English) would be an advantage.

Additional Information

COMPUTER SKILLS
Good knowledge of office software, eg. Microsoft Office; other similar research and analysis software is an advantage.
