Result of Service

The national Consultant on Territorial Integration for the Implementation of the Peace Agreement is expected to provide support and advice to Mission leadership regarding territorial integration. The Consultant is expected to participate in strategic meetings and to provide advice for Mission leadership and relevant staff on such matters as appropriate. Likewise, the Consultant is expected to facilitate contacts with relevant counterparts.

Duties and Responsibilities

UNVMC requires dedicated capacity to provide senior expert advice regarding territorial integration to deepen the implementation of the sections of the Final Peace Agreement. The consultant will provide, in addition, high quality assistance and recommendations to identify and follow up with relevant counterparts on advances related to such provisions. The consultant will also identify opportunities and challenges in this regard and propose as appropriate.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in Law, Political Science, Social Science or Security Studies or related area is required.

A first level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree is required.
Five (5) years of progressively responsible experience in law, political science, international relations, security issues, conflict resolution, development management, or related area is required.
Experience at the senior level is required.
Demonstrated experience in and knowledge of the contents of the Final Peace Agreement, national policies as well as detailed understanding of the legislative developments and the different programmes, plans, projects and policies related to its implementation is desirable.
Experience in strategic planning for public institutions or related organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in Spanish is required. Knowledge of English is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
