A concise and high-quality training materials on effective communication with persons with disabilities when collecting information about the type of difficulties in daily activities that respondents may have, and on the type of barriers and attitudes persons with disabilities face in the labor market.

Background:
Barriers which prevent PwD from even being afforded an equitable opportunity of employment or promotion are systematically attitude based. Measuring these barriers will contribute significantly to formulating effective national evidence- based policies that allow persons with disabilities entering or staying in the labor market. The CRPD provides detailed guidance to states on how to adjust their laws and policies to improve the participation of persons with disabilities in society, including the right to work.
Among other objectives, Labor force surveys (LFSs) provide a good tool to measure these barriers and attitudes that hinder persons with disabilities to enjoy and exercise their right to work on an equal basis with others. ESCWA in coordination with the ILO encourage the Arab countries to adopt a module, to be included in LFSs, which would provide information on several issues related to attitudes and barriers that prevent the persons with disabilities from entering the labor market and that expressed by the persons with disabilities themselves.
In addition to that, this information collected by the LFSs will support in reporting the implementation of the 2030 Agenda for Sustainability Development committed by the countries, explicitly, target 8.5 and its two indicators.
ESCWA is working on supporting disability inclusion in the Arab region within the framework of the implementation of the CRPD. ESCWA is also coordinating and working with its national counterparts and stakeholders to improve measuring attitudes and barriers through relevant surveys including the LFSs that will help governments to support the inclusion of persons with disabilities in the local societies. Failure of effective communication with persons with disabilities during the LFSs will result in the lower response rate in these surveys.
Under the guidance of the program manager of Disability Program, the expert will be responsible for the following tasks:
¿ Provide a short concept and definition related to the heterogeneity of persons with disabilities and how to consider that in the communication with them by the enumerators.
¿ Provide sufficient knowledge on how to interact sensitively, effectively, and professionally with persons with disabilities to collect the requested information.
¿ Present and discuss the various skills required during communication with persons with disabilities such as the tone of voice, patience and politeness, and flexibility in rewording the question to assure the right responses.
¿ Using various training techniques during the workshop, including presentations, brainstorming, role-play, practical exercises, and mind maps.
A master’s degree in social science, economics, public policy, or related area is required.

A minimum of seven years of experience in economics, public policy, or social science is required.
Knowledge of disability inclusion is desirable.
Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, fluency in English is required, Arabic is desirable.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
