This position is located in the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will report directly to the Crime Prevention and Criminal Justice Officer who acts as the Coordinator of the UNODC Global Programme to End Violence against Children (GP to END VAC, GLOZ43) and will work under the overall guidance and supervision of the Head of the UNODC Office in Nigeria.
The consultant will be home-based, with two missions to Nigeria: 1 mission in Maiduguri on 28 August – 1 September 2023 to participate in meetings and facilitate and contribute to training sessions for Youth Peace Champions and community representatives from target community in North-East Nigeria in the framework of the awareness raising component for the EU-UNODC Strive Juvenile Project. A second mission in Maiduguri/Abuja on 4-8 December 2023 to participate in closure meetings with the team and with the community dialogue structures held to ensure sustainability and ownership of the awareness raising activities. This work will be carried out under the supervision of the Crime Prevention and Criminal Justice Officer who acts as the STRIVE Juvenile Project Leader for.
The consultant shall undertake the following outputs:
• Plan youth engagement activities and consultations, and ensure development and planning for youth and community representatives
• Support mentorship of youth-led ambassadors, including through the development of appropriate training material
• Ensure the delivery of the training to youth and community representatives, and the creation of community dialogue structures
• Guide and support the organization, delivery and follow up of regular townhall meetings
• Ensure engagement with schools including through the development of appropriate training material and awareness raising sessions
• Ensure quality control of the awareness-raising material developed through the campaign and compile data collected through the monitoring

The Juvenile Justice Expert will provide support in promoting youth engagement in the awareness raising component of the Project STRIVE Juvenile in Nigeria; and elaborating and implementing an awareness raising campaign strategy on child recruitment by terrorist groups in Nigeria.
Advanced university degree (Master’s degree or equivalent) in law, criminology or equivalent academic preparation in the field with adequate focus on international law, human rights and/or criminal justice is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Minimum of 10 years of professional working experience in conducting assessments, research and other interventions on Juvenile Justice Systems, child protection, as well as experience with child and youth participation in project design and implementation is required.
Excellent analytical skills and ability to summarize disparate information in a clear and concise manner is required.
Ability to create organizational work plans based on high level targets is required.
Excellent knowledge in developing and applying research system, tools and plans is desirable.
Extensive experience in reviewing documents, conduct reviews, and undertake independent study as well as ability to identify and assess issues is desirable.
Ability to work under pressure and to tight deadlines is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting and communication skills is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
