The final output of the consultancy will consist of:
1. A report summarizing research into prospective new public and private sector donors active in the field of the environment in general, and chemicals and pollution management in particular, to:
• build upon and expand the strong commitment from existing donors;
• Identify and explore other potential donors that may have been overlooked in the current strategy
• Analyze and recommend best practices for accessing these new donors based on successful experiences in other related environmental sectors
2. An updated resource mobilization strategy and action plan including:
• Recommendations to diversify and expand the existing donor base to include new public and private sector donors, taking into account the legal and policy requirements of the United Nations and UNEP
• Innovative proposals for mechanisms that encourage private sector and non-government stakeholders to contribute financially to the Special Programme Trust Fund, in line with current UN and UNEP policies, or to contribute directly to the Special Programme projects’ implementation
• Concrete and practical proposed actions and tools to help the Secretariat effectively engage with potential new donors. These proposals should consider the existing human and financial resources available and identify ways to maximize their utilization.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Chemicals and Health Branch work closely with governments, industry, and civil society organizations around the world to develop mainstream solutions for the sound management of chemicals and waste.
Special Programme on Institutional Strengthening (SPIS) aims to support institutional strengthening at the national level for implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management (SAICM). Through the Special Programme, support can be provided to developing countries and countries with economies in transition to enhance their sustainable institutional capacity to develop, adopt, monitor, and enforce policy, legislation, and regulation and to gain access to financial and other resources for effective frameworks for the implementation of the legally binding chemicals and waste conventions and SAICM.
