Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries including those in crisis-affected situations. The Disasters and Conflicts Branch works to reduce environmental causes and consequences of disasters and conflicts and promotes environmental security and resilience to reduce disaster and conflict risks.

This work includes promoting and upscaling Ecosystem-based Disaster Risk Reduction and Adaptation (Eco-DRR), an integrated approach to promoting both sustainable and resilient development. UNEP is implementing a global project entitled “Up-scaling Community Resilience through Ecosystem-based Disaster Risk Reduction”. This Project aims to meet the growing demand from countries and communities to enhance resilience to disasters and climate risks and address the limited or lack of technical expertise for scaling-up Eco-DRR implementation. It also raises public and private sector awareness and mainstream Eco-DRR as part of institutional practices and programs and ensure that gender considerations are included in all training materials. By doing so, the Project aims to catalyze increased public and private sector investments in Eco-DRR, thus scaling up Eco-DRR interventions at national, regional, and global levels and advancing the Sendai Framework for Disaster Risk Reduction, Paris Agreement and Sustainable Development Goals. The project will develop different “models” for achieving and demonstrating how Eco-DRR can be up scaled, through:
• Leveraging large-scale national development and/or risk reduction to mainstream Eco-DRR principles and approaches in their program design and implementation, and thus demonstrating how Eco-DRR implementation can be achieved through such large-scale national programs or initiatives (Output 1);
• Demonstrating models for scaling up community based Eco-DRR which will involve field level implementation across selected landscapes in 5 countries (Haiti, Ethiopia, India, Indonesia and Uganda) (Output 2);
• Mainstreaming Eco-DRR approaches and practices into local, national, and global institutions implementing DRR, development and biodiversity programs as well as in private sector investments and strengthening the capacities of actors across all sectors (Output 3).

UNEP would like to hire an international consultant with extensive experience in evaluating global and complex programmes in order to undertake the Terminal Review of the European Commission supported project “Up-Scaling Community Resilience through Ecosystem-based Disaster Risk Reduction (Eco-DRR)”. The objective of the review is to assess project relevance, approach, performance and determine outcomes and impacts.

The Review Consultant will work under the overall responsibility of the UNEP Project Manager and liaise with them on any procedural and methodological matters related to the Review. It is, however, the consultants’ individual responsibility (where applicable) to arrange for their visas and immunizations as well as to plan meetings with stakeholders, organize online surveys, obtain documentary evidence and any other logistical matters related to the assignment. The UNEP Project Manager and project team will, where possible, provide logistical support (introductions, meetings etc.) allowing the consultants to conduct the Review as efficiently and independently as possible. The review will be conducted in compliance with the guidance, tools, templates made available by the UNEP Evaluation Office.

Qualifications/special skills

A relevant postgraduate degree in environmental sciences, evaluation, strategic management, international development, or a related discipline is required.
At least 7 years of technical/evaluation experience is required, preferably including evaluating large, complex, regional or global projects and using a Theory of Change approach.
A good/broad understanding of ecosystem-based approaches for climate adaptation and disaster risk reduction is desired. Working knowledge of the UN system and specifically the work of UNEP would be an advantage.


Fluency in oral and written English is required.
