Result of Service

The successful applicant will be responsible for the development, testing, launch and debugging of the new UNOCHA.org and for the upgrade of OCHA’s field platforms. She/he will also be responsible for putting in place more efficient log-in systems, and new content management system and high security standards.
She/he will be then transitioning contents related to the Protection of Civilians section to a third party app - content will be built in Drupal and fed to third party tool mobile app.
The application might also take content from a Google Docs API data to a more native setup, wherein information is stored in OCHA servers.

The second stage also encompasses an admin page for the content. The site provides an admin page that will allow web admins to update content for the mobile application. This content will also be available for the UNOCHA.org main website.

Two (2) months with the possibility of extension (additional two (2) months). The payment will be US$5,000 a month ($238 daily rate for 21 days a month).

Duties and Responsibilities

Background:

There are two main objectives for this consultancy, which is funded through cost-sharing between SCB and PDSB.

1. OCHA’s Strategic Communications Branch is working on the re-design and development of its corporate web assets, primarily OCHA’s corporate website – UNOCHA.org. This includes the technical upgrade of the website (which currently runs in Drupal 6), its redesign and the development of ad hoc publishing modules aimed to showcase OCHA’s work in a dynamic, compelling way. Once the redesign is complete, OCHA field web platforms will also be migrated to a more stable Content Management System, in line with UNOCHA.org.
2. Once the redesign of UNOCHA.org is complete, a portion of the new site devoted to the Protection of Civilians in armed conflict will have to be developed with ad hoc requirements, including search functionality and the ability for the related web pages to feed an App which will make available specific resolution, reports and language on the protection of civilians. Under the 2014-2017 OCHA strategic framework, strengthening policy and advocacy on the protection of civilians is one of OCHA's priorities to achieve strategic objective 6 ("Protection and Access to Assistance"). The creation of dedicated Protection of Civilians pages under UNOCHA.org and of a sister mobile application aims at giving visibility and easy access to this core body of work, and providing real-time information on key developments and initiatives on the protection of civilians, in a user-friendly manner.

Duties and Responsibilities:

• Following the new Information Architecture prepared by the Head of the Web Unit, recommend the best way forward for the development and deployment of the new UNOCHA.org. in line with systems already in use at OCHA (Drupal).
• Recommend and implement the most secure log in systems and a solid document management platform.
• Develop and implement design layouts in line with OCHA’s corporate standards.
• Develop and implement a new suite of ReliefWeb and FTS APIs to automate the site to the maximum extent while ensuring it remains dynamic and always up to date.
• Develop a system that will provide content to mobile application for the protection of civilians sub-site.
• Develop admin pages for the content to be used by the mobile app under Drupal 7/8.
• Design and develop landing page and sub-pages for the Protection of Civilians thematic section of UNOCHA.org.
• Test and maintain website section until no further changes are required.
• Provide admin manual to staff in charge of future web maintenance.

Qualifications/special skills

Academic Qualifications:

An Associates or Bachelor's degree in Computer Programming, Website Development or similar.

Experience:

- Experience in Data Processing, Software Development and Management System;
- Experience with Content Management System Drupal 7/8;
- Solid understanding of up-to-date HTML 5;
- Strong capacity on Javascript, jQuery, and CSS3- Deep knowledge in PHP, the CMS/frameworks that uses PHP especially Drupal;
- Experience in working with Web Services (APIs) and with message passing manipulation and processing;
- Understanding on mobile application message passing and middleware-comms;
- Experience working under pressure and tight deadlines;
- Experience in Highcharts.

Language:

English and French are the working languages of the United Nations Secretariat. For the post advertised, excellent written and spoken English is required. Knowledge of French or Spanish is desirable.
