Org. Setting and Reporting

The position of Chief of Section (Programme Management) is with the Emergency Preparedness and Support Team (EPST), a dedicated capacity within the Learning, Development and Human Resources Services Division (LDSD), Office of Human Resources Management of the Department of Management (OHRM), Department of Management, New York. The Team provides support in emergency preparedness, coordination of essential support including referrals to medical, psychological, welfare and administrative support and post response services to staff and families to those who perish or are injured as a result of a malicious act, natural disaster, emergency or other critical incidents.

Responsibilities

Within delegated authority, the Chief of Section will be responsible for the following.

•Provides policy guidance on emergency preparedness and support strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures on emergency management
•Plans, leads and coordinate OHRM’s capabilities in collaboration with internal partners with respect to staff preparedness, emergency response and post-incident continuous support to staff, families and survivors of malicious incidents, natural disasters, emergencies and other critical incidents.
•Identifies and strengthens collaboration with focal points within the United Nations Secretariat, United Nations agencies, funds and programmes and with outside organizations regarding policies and processes related to enhancing support to staff and families on casualty management, victim and survivor support.
•Leads the conceptualization and development of new channels of collaboration and harmonization between partners and clients and continuous strengthening of advocacy, communication and capacity building in staff preparedness and response.
•Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
•Provides guidance and advisory services to managers and staff on interpretation and application of emergency preparedness related policies, regulations and rules and guidance on exceptions and special measures.
•Leads the drafting of reports and participate and/or lead special emergency preparedness-related human resources projects and initiatives, drawing upon international best practices.
•Coordinates efforts, including those of the United Nations Secretariat and inter-agency groups that are tasked with examining and strengthening mechanisms and services for survivors and family members, (e.g., UN Human Resources Network, Inter Agency Security Management Network, Secretariat working groups - Support to Staff and families, and the Organizational Resilience Management System);
•Periodically, leads OHRM's review of initiatives put in place to provide support to United Nations staff, and their families, who are affected by malicious acts and natural disasters.
•Support and coordinate staff welfare and administrative support for United Nations staff and their families affected by critical incidents, including access to counselling services, expeditious settlements of claims and compensation resulting from loss of life and injuries to staff and UN personnel, convening of memorial ceremonies and related commemorative events.
•Keeps abreast of developments in various areas of human resources management and support to staff and survivors.
•Prepares inputs for the work programme of the Section, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of the Strategic Framework inputs and budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
•Recruits staff for Section taking due account geographical and gender balance and other institutional values.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Section and across organizational boundaries.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education

Advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, law or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in human resources management, programme management and administration and/or emergency preparedness and response or related area is required. Experience supporting staff and families affected by emergency episodes is required. Practical experience with the planning and delivery of human resources services emergency preparedness, response and post incident support in conflict and post-conflict field operations mounted by the United Nations (including UN peacekeeping, political missions, agencies, funds and programmes) or similar international or non-governmental organization(s) is highly desirable. Experience in providing support in critical incident situations is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required; knowledge of French is highly desirable. Knowledge of another UN official language is an advantage

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
