•A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
•Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
•Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
•While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. The Peacebuilding Support Office (PBSO) was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). Based on the founding resolutions (A/RES/60/180 and S/RES/1645(2005)) establishing the Peacebuilding Commission, the Secretary-General created PBSO which comprises of the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch and the Financing for Peacebuilding Branch. PBSO is headed by an Assistant Secretary-General. This position is located in the Policy, Planning and Application Branch. The incumbent reports to Chief of Branch.
Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
Reviews and monitors activities in the country or region assigned, with a view to identifying opportunities and emerging threats to sustaining peace, and recommend appropriate course of action to the PBC Chair and/or to the leadership of PBSO; assesses trends which might affect the political situation and the political impact of intra-regional issues such as refugees, drug control and natural resources; recommends solutions/possible action by United Nations.
Prepares analytical, notes, background papers, talking points, speeches and other correspondence for senior UN officials as well as policy documents, papers on good practices and lesson learned for the Peacebuilding Commission (PBC): to promote an integrated, strategic and coherent approach to Peacebuilding; to support the implementation of the outcome of the 2015 Peacebuilding Architecture Review; to bridge the role of the PBC among the General Assembly, ECOSOC and the Security Council.
Leads and coordinates the development of new working methods and tools of engagement of the PBC on countries or issues of concern, as well as the development of methodologies for tracking progress in the peacebuilding process; Support the PBC in any possible role in the review process on the implementation of the 2030 Agenda for Sustainable Development in conflict-affected countries;
Maintains contacts relevant partners in the UN system, including through participation in relevant inter-agency mechanisms and governments on coordination and policy matters and develops partnerships with other international organizations, regional or sub-regional organizations and international financial institutions; Participates in conferences, seminars and academic fora related to his/her assigned area of expertise as requested.
Carries out, in consultation with the Chief of Branch, functions relating to communications, staff planning and budget.
Supports the mainstreaming of gender and youth issues in the work of the PBC, Peacebuilding Fund (PBF) and PBSO.
Performs other related duties as required.

Advanced university degree (Master’s degree or equivalent degree) in political science, peace and conflict studies international relations, development economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in peacebuilding, political science, international relations, law, security, development management, conflict resolution or related area is required. Experience in intergovernmental and diplomatic areas is desirable. Field experience in conflict or post conflict country is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of other UN official languages is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
