THIS POSITION IS UP TO 31 DECEMBER 2016 WITH A POSSIBILITY OF EXTENSION.

•A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

•Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

•Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

•While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

•The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting

These two positions are located within the United Nations Joint Human Rights Office (UNJHRO) in the Democratic Republic of the Congo (DRC) based in Kinshasa. The incumbent will report to the Senior Human Rights Officer in charge of the UN Human Rights Due Diligence Policy (HRDDP). The posts are based in the headquarters of the United Nations field Peace Operations led by the Department of Peacekeeping Operations (DPKO).

Responsibilities

Within delegated authority and in the framework of the UN HRDDP, the incumbent will be responsible for the following duties: Assists the HRDDP Secretariat in all the tasks under its responsibility as per the applicable Standard Operating Procedure (SOP); Researches, collects, verifies, analyses and monitors information relevant to the observance of international human rights and humanitarian law situation in the designated mission area; Contributes to the evaluation of risks and benefits relating to the provision of support by the United Nations to DRC Defence and Security institutions and officers, including the identification of appropriate mitigating measures; Assist in the identification of priority cases requiring specific advocacy to the DRC authorities for appropriate judicial and/or disciplinary actions; Participates in discussions with relevant authorities and other influential actors with a view to stop or prevent human rights violations, seek remedial action by the authorities and prevent similar violations from occurring in the future; Assists in liaising with appropriate local and national authorities, civil society, UN Agencies, Funds and Programmes with complementary mandates, and other relevant partners to monitor developments in the human rights situation and to advocate for broader security sector reform, transitional justice and vetting; Monitors the national legal systems and their compliance with international human rights instruments, as well as the implementation of recommendations by UN human rights bodies; Assists in the development of initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses; Participates in the investigations of human rights and international humanitarian law violations; Drafts a variety of reports, briefings and other types of communications relating to human rights matters in compliance with established standards; Contributes to reports prepared by other sections to fulfil the MONUSCO mandate and UN priorities, including for the UN Security Council DRC Sanctions Committee’s Group of Experts; Contributes to the formulation of meaningful recommendations and strategies to better promote and protect human rights in the mission area; Contributes to the mainstreaming of human rights in the formulation and implementation of the UN peace mission and UN agency activities at country and local levels; Supports the integration of human rights in humanitarian action through participating in emergency preparedness and response activities, including in the work of the Protection Cluster, as appropriate; Works directly with other UN peace operation components/sections, including the police and military, to integrate human rights considerations in their respective activities; Assists in supporting human rights capacity building efforts for civil society and state authorities, including for aligning legislative and rule of law reforms with international human rights norms and for the State to meet international human rights law obligations;
Supports national authorities in their implementation of recommendations by UN Treaty Bodies, Special Procedures and other mechanisms of the UN Human Rights Council; Participates in the design, delivery and evaluation of human rights training programmes for national officials, civil society representatives, human rights non-governmental organizations (NGOs) and other national stakeholders in order to build national capacities; Contribute to the development of the databases and information system of the Secretariat; Ensures the timely entry of accurate and verified cases of human rights violations into a database in compliance with established standards; Contribute to the reporting activities of the HRDDP unit, including by the development of a work plan reflecting the expected results as determined by the unit; Contributes to the integration of gender perspectives/considerations and specific women/girls’ rights issues in all activities;
Integrates UN developed methodology in the human rights monitoring, reporting and investigation activities; Performs other related duties as required.

Competencies

Education

An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or in a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in human rights or a closely related field is required. Experience working with international human rights standards, instruments and mechanisms is desirable. Experience in human rights monitoring and reporting and on/or in building capacity for the promotion and protection of human rights will be an asset. Experience acquired in field locations is an advantage. Experience working on security services and armed groups in a post-conflict or conflict setting is an advantage. Prior experience and knowledge of the DRC or Great Lakes region is an asset.

Languages

Fluency in English and French. Knowledge of another United Nations official language is an advantage

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
