Org. Setting and Reporting

This position is located in the Policy and Conditions of Service Section, Human Resources Policy Service, Office of Human Resources Management, Department of Management. The Human Resources Officer reports to the Chief of the Section.

Responsibilities

Within limits of delegated authority, and under the guidance of the Chief of the Section, the Human Resources Officer will be responsible for the following duties:

Policy and Conditions of Service:
• Develops new human resources policies, practices and procedures to meet the evolving needs of the Organization;
• Conducts research and prepares policy paper, position papers, briefing notes and reports and participates and/or leads special human resources projects on human resources policies and conditions of service;
• Represents the Office on various standing boards, committees, ad hoc working groups and task forces as required including in joint bodies and inter-agency working groups on issues related to human resources policies and conditions of service of United Nations staff members;

Advisory:
• Advises the Chief of the Section on the development, modification and implementation of United Nations policies and practices on allowances and benefits;
• Assists the Office of Legal Affairs and Administrative Law Section as well as the Management Evaluation Unit with policies’ queries relating to pending litigation or staff members’ request for management evaluations;
• Provides advice to senior managers, human resources practitioners and other UN system organizations on interpretation and application of policies, regulations and rules to facilitate sharing of best practices across the entire HR community.

Other duties:
• Keeps abreast of developments in various areas of human resources management.
• Performs other duties as assigned.

•Teamwork: Works collaboratively with colleagues to achieve organizational goals; Solicits input by genuinely valuing others' ideas and expertise; is welling to learn from others; Place team agenda before personal agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

• Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master's degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required. Experience in the development and implementation of human resources policies and procedures or legal/administrative matters of which at least three years should be in an international environment is required. Experience in human resources operations is required. Experience in the United Nations common system or a similar international organization is desirable. Experience in project management, change management and development or implementation of human resources reforms is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another official UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
