This is a temporary position for a period of three months. The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
The Director of the Macroeconomics Policy and Financing for Development Division (MPFD) reports directly to the Executive Secretary, and manages staff of the Division which supports the following areas: regional economic cooperation and integration; financing for development; stabilization policies including monetary and fiscal policies, regional economic outlook and prospects; multi-disciplinary research and analytical activities (including on thematic topics such as poverty, inequality and inclusive sustainable growth and development); countries with special needs, and development finance.
Under the oversight of the Executive Secretary, the incumbent:
•Formulates and implements the substantive work programme of the Macroeconomics Policy and Financing for Development Division in areas identified above and conducts evidence-based, high quality analytical research and analysis supported by economic and financial modelling and policy simulations.
•Leads and oversees the management of activities undertaken by the Division, ensuring programmed activities are carried out in a timely manner and coordinates work both within the Division, across ESCAP Divisions and Offices, and with other organizations of the United Nations System, as appropriate.
•Leads and produces research, analytical reports and technical papers on relevant areas and provides programmatic/substantive reviews of the drafts prepared by others.
•Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Economic and Social Commission for Asia and the Pacific and its subsidiary committees, the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
•Reports to intergovernmental bodies on budget/programme performance or on
programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
•Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced meet required standards before completion to ensure they comply with the relevant mandates.
•Oversees and prepares the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Undertakes or oversees the programmatic and administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Recruits staff, taking due account of geographical and gender balance.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Division and across organizational boundaries.
•Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
•Represents the Division at international, regional or national meetings and provides
programmatic/substantive expertise on related issues, and holds programmatic/substantive and organizational discussions with representatives of other institutions.
•Undertakes other duties at the direction of the Executive Secretary.
• Professionalism: Strong knowledge of macroeconomic stabilization policies including monetary and fiscal policies, development finance and public and private financing; ability to steer macroeconometric forecast modelling and policy simulations and apply their results to sustainable development policies; knowledge of the broader conceptual issues for developing national macroeconomic and financing for development policies and strategies, and their implications for regional cooperation and development; strong economic, financing for development, and statistical background and knowledge of relevant econometric or statistical software used in the areas of macroeconomic policy, regional cooperation, development finance and research; ability to produce reports and papers on technical issues and to
review and edit the work of others; ability to apply UN rules, regulations, policies and guidelines in work situations; shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Advanced university degree (Master's degree or equivalent) in economics, econometrics, financing for development, or related area. Ph.D degree in one of the above areas is desirable. A relevant first-level university degree in one of the above areas in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in policy oriented research, formulation and advice in areas related to macroeconomic and financing for development issues, macroeconometric modelling and/or policy simulation or related areas. Demonstrated experience in establishing and maintaining professional networks required. Experience in leading and managing a sizable and diverse work unit is required. A strong publications record on macroeconomics, policy model simulation, least developed countries and/or development financing in peer reviewed journals is desirable. Relevant professional experience in the Asia and the Pacific region is highly desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
