Assessment Period

STANDARD PRE-SELECTION TEST SCHEDULED for 1-3 April 2017.

Org. Setting and Reporting

This position is located in the National Institutions, Regional Mechanisms and Civil Society Section of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. Geneva is classified as an “H” duty station and a family duty station. The incumbent reports to the Senior Human Rights Officer, Chief of Section.

Mandate
OHCHR is mandated to promote and protect the enjoyment and full realisation, by all people, of all rights established in the Charter of the United Nations and in international human rights laws and treaties. OHCHR is guided in its work by the mandate provided by the General Assembly in resolution 48/141, the Charter of the United Nations, the Universal Declaration of Human Rights and subsequent human rights instruments, the Vienna Declaration and Programme of Action the 1993 World Conference on Human Rights, and the 2005 World Summit Outcome Document.

Responsibilities

Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties:

•Researches and collects information pertaining to human rights
matters, related to national human rights institutions (NHRIs) including their gender dimensions; assists in the analysis of information.
•Drafts a variety of reports and correspondence relating to human rights matters.
•Participates in hearings and consultations; prepare summaries of results.
•Maintains contacts with and participates in the servicing of the Global Alliance of NHRIs and its bodies
•Implements human rights training programmes for national human rights institutions and representatives of the civil society in order to promote national capacity building.
•Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, humanitarian and economic efforts and programmes.
•Participates with other HROs in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future.
•Liaises with government, NHRIs, Civil Society organizations, UN agencies and other partners to create baseline data on the human rights situation, with special attention to vulnerable groups.
• Performs other related duties as required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, analyse information and draft human rights reports. Education

Advanced university degree (Master’s degree or equivalent degree) law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible experience in human rights, political affairs, international relations, law or related area. Work experience with, or in support of, national human rights institution/s is desirable.

For candidates who have passed the United Nations Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P), a first-level degree and no experience is required.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in one of the working languages of the UN Secretariat, English or French is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Core values and competencies will be assessed throughout the evaluation process.
