This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) Bamako. Bamako is classified as a “C” hardship duty station and a non-family duty station. The incumbent reports to the Chief of the Justice and Corrections Division.
The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in that country and carry out a number of security-related tasks.
MINUSMA’s mandate was further amended by Security Resolution 2295 (2016), renewing its mandate until 30 June 2016.This mandate, essentially, is refocused on the implementation of the Peace Agreement and the supervision of the ceasefire. Besides the specific tasks assigned to MINUSMA, the Security Council in its Resolution 2295 establishes the obligations of the Malian parties to the Peace and National Reconciliation Agreement and of the relevant international actors, including the “Comité de Suivi de l’Accord” (Agreement Monitoring Committee) and its members.
In particular, the mandate of the Mission focuses its activities on key tasks related to the implementation of the peace agreement: Ceasefire; support for the implementation of the Agreement for Peace and Reconciliation in Mali; good offices; and reconciliation.
Within delegated authority, and under the supervision of Chief of the Justice and Correction Division, the incumbent will be responsible for the following duties:
• Lead and manage the development and implementation of the mission’s strategies related to the support towards the strengthening and development of all aspects of the justice system, but particularly the arrest and prosecution of those accused of serious crimes as well as the support of institutions responsible for their trial. This includes: implementation of applicable international standards, development and implementation of strategic planning processes, including the support to the implementation of the Justice Reform Strategy, review and development of relevant legislation, rehabilitation of facilities, strengthening the capacity of the justice institutions, including for prosecution of serious crimes linked with transitional justice, and supporting the development of effective linkages with the police and corrections systems. This will be undertaken by advising national counterparts and providing technical assistance, facilitating access to capacity development opportunities.
• Establish and maintain contacts and effective relations with senior national government officials and civil society representatives, including counterparts in the Ministry of Justice and/or other relevant Ministries, the police, courts, prisons, non-governmental organizations, universities and law schools, media, diplomatic missions and donors.
• Build linkages with development partners and donors to ensure a seamless transition to long-term development support and the mobilization of resources where necessary.
• Advise on and prepare assessment reports, reports addressing complex strategic and operational justice system issues, policy documents and guidelines.
• Work closely on a day-to-day basis with the Corrections team section. Establish close working relationship with relevant components (human rights, police, gender, etc.) and the UN Country Team, particularly in the framework of joint programming, generation as well as management of programmatic funds, and transition planning, for increased synergies based on respective comparative advantages. • Support and enhance various coordination mechanisms at the mission, UN, and country wide level on justice and rule of law including through ROLSI, Global Focal Point initiative sand donor task force on Justice and rule of law.
• Perform programmatic and administrative tasks necessary for the functioning of the mission’s justice component, including the preparation of budgets, reporting on performance and results, recruiting staff and managing and evaluating staff performance.
• Perform any other tasks as requested by the mission leadership

Advanced university degree (Master's degree or equivalent degree), in law and other social science disciplines or related area. A first-level university degree, in combination with two additional years of relevant academic qualifications and/or additional experience in the field of rule of law assistance or human rights work, may be accepted in lieu of an advanced university degree.
A minimum of ten years of progressively responsible experience as a practicing lawyer, academic, prosecutor, judge, legal consultant, international legal assistance adviser or human rights officer is required. A minimum of two years of experience in international or hybrid courts and in the field of human rights are required. A minimum of one year providing technical assistance for the development/reform of legal and judicial institutions in a transitional, developmental or post-conflict setting, outside the applicant’s country of nationality is required. Management experience is required.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an asset.
