This is a Temporary Job Opening. This Temporary Job Opening is to bridge the gap during the POLNET January 2017 vacancy track which will be completed by 30 April 2017. As a result, a Temporary Appointment/Assignment against this Temporary Job Opening is for a duration through 30 April 2017.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting

The incumbent of this position will report to the Director of the Rule of Law and Security Institutions Group (ROLSIG), and acts as the DDR Section Chief.

Responsibilities

Within delegated authority, the DDR Officer will be responsible for the following duties:


• Assists ROLSIG Director in the overall planning of strategic, operational and technical components of its work and in the day-to-day coordination of its activities with other mission components (e.g. political affairs, military, public information; logistic support; humanitarian; AMISOM, UNSOS) and UN entities.
• Supervises DDR staff members in Mogadishu and regional office, including administration and management of funds allocated for DDR work programmes objectives, prepare the results based budget submissions; coordinates activities related to budget funding and prepares related documents/reports.
• Directs and manages DDR teams in field operations, as required.
• Plans and implements all DDR field operations in accordance with the mission’s mandate.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or other research activities and studies.
• Provides technical inputs to the planning, design and implementation of diverse
programmes/projects, as well as technical advice and assistance to key parties (e.g. ROLSIG Director, DDR management, Minister of National Security, government representatives, bi-lateral donors etc.); consults with relevant stakeholders through inclusive and participatory processes.
• Takes the lead in identifying, establishing and maintaining contacts and partnerships with other international and national actors in assigned areas of responsibility with a view to pursuing DDR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities and the disengagement of combatants.
• Leads and/or participates in large, complex programmes/projects, field missions, etc., including provision of guidance to government officials and other relevant parties; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; ensures follow-up actions.
• Leads and supervises the organization of meetings, seminars, etc. on substantive issues;
manages the substantive preparation and organization of such meetings or seminars.
• Prepares and/or supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings (e.g. conferences, workshops) to include proposing agenda topics, identifying participants, preparation of documents and presentations; assists in the planning of high level visits.
• Provides day-to-day supervision of staff and their field operations activities; carries out programmatic/substantive reviews of work and draft reports prepared by others.
• Supports resource mobilization efforts and ensures coordination
with donors, including the private sector.
• Performs other related duties as required.

Competencies

• Professionalism:
In-depth knowledge and understanding of unit’s mandate and strategic direction and ability to develop and direct viable programme/projects reflective of these goals. Proven expertise in country/region of assignment; in-depth understanding of and ability to evaluate international political situations in that area. Knowledge of wide range of DDR issues; conceptual and strategic analytical capacity, including ability to analyze and articulate the DDR dimension of complex issues that require a coordinated UN response. Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex and unusual issues/problems and in developing innovative and creative solutions. Ability to negotiate and to influence others to reach agreement. Knowledge of institutional mandates, policies and guidelines pertaining to DDR and knowledge of the institutions of the UN system. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Proven ability to work in a large multi-disciplinary and multi-cultural team and of coordination with multiple partner agencies funds or programmes is an advantage.

• Teamwork:

Delegates the appropriate responsibility, accountability and decision-making authority; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; Appraises performance fairly.

Education

An advanced university degree (Master’s degree or equivalent) in political science, social sciences, management, international economics, international relations, law, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in international affairs such as peacekeeping, peace-building or development programmes operations in the field with specific focus on disarmament, demobilization, reintegration, small arms control, conflict/post-conflict crisis management, economic recovery or related area is required. Experience in programme planning and management is desirable. Experience working in a post-conflict UN peace operation or political mission is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
