Duties and Responsibilities

Purpose:
The DA9th tranche project “Enhancing the contribution of preferential trade agreements to inclusive and equitable trade” will be executed by ESCAP, in partnership with ECA and ECLAC and building on lessons and experiences accumulated by UNCTAD (and other relevant agencies) in this area. The project will increase the capacity of governments in selected member States to enhance the contribution of preferential trade agreements to inclusive development. Additionally, it will increase capacity of governments to expand South-South trade through preferential trade policies and agreements in order to generate productive employment and contribute to an improved sharing in prosperity. National training and workshops will be implemented in the pilot countries which all have urgent capacity development needs in this area. These will be supplemented by regional workshops for these, and other, countries. The most significant output of the project will be enhanced capacity among government officials and trade negotiators to formulate inclusive development-friendly preferential trade agreements so that trade arising from such policies has inclusive and equitable results: enhanced employment opportunities; positive impacts on gender equality; eliminating child labour; and enhanced contribution to general welfare, in particular for marginalized and excluded groups. This will include a strengthened understanding of PTA provisions, and their impacts on socio-economic outcomes. In order to provide sustainable impacts, all materials created for evidence-based policymaking and other capacity building programmes will be made publicly available through knowledge-sharing platforms which will be created and integrated into a currently existing network of experts (Asia-Pacific Research and Training Network on Trade, ARTNeT) to give the knowledge-sharing platforms access to existing networks of experts on trade. This approach is designed to enhance the long-term sustainability of the project through the provision of training materials and refresher courses for users to keep up to date with developments in trade policy, as well as connect various stakeholders such as policymakers, trade experts, and international organizations which will help reinforce the trainings which have been delivered as part of the project activities.

Under the DA9th tranche project, this consultancy will support the implementation of the following major activities:

A1.1 The online platform will host the capacity building programme and training materials which will serve as reference material for users from both the pilot countries of the project and from elsewhere. The online platform will be interactive and allow for feedback from users and experts to develop and incorporate new suggestions and ideas based on developments in trade mainstreaming and the policies, preparatory processes, and negotiation processes of preferential agreements. The contents will be formulated in a manner which will ensure a more equitable distribution of the benefits from trade and investment, as well as help governments manage both positive and negative economic and social effects of preferential trade agreements, including through means of trade adjustment.

A2.3 Guided by the results of the regional dialogue and by views and suggestions of the advisory, a dataset of indicators which will enable tracking of preferential trade agreements with respect to their effectiveness in stimulating pro-job and inclusive trade and investment activities will be made available through the knowledge-sharing platform. The dataset will utilize available data provided by member States and other intergovernmental organizations such as UNCTAD present the data via a dashboard mechanism online. The redeveloped website will host the dataset of indicators when it is complete.


Objective:
Under the guidance and supervision of the Chief of Trade Policy and Analysis Section, Trade, Investment and Innovation Division, and the overall guidance of the Director, Trade, Investment and Innovation Division, the chosen consultant will redevelop the Asia-Pacific Research and Training Network on Trade website into an accessible, informative and secure website for users to access publications, develop networks, and make use of training materials as part of the sustainable development knowledge sharing platform of the DA9th tranche project. The website must be redeveloped using Drupal.

Details:
1. The final site will be hosted by ESCAP on its existing infrastructure (at artnet.unescap.org taking into account item 2 below)
2. All information from the current aspx and html based site (artnet.unescap.org) need to be included in the new Drupal based site, and presented in a clear and accessible manner. The design and structure of the site is flexible but should reflect the UN Web Style Guide (http://www.un.org/styleguide/). The final design of the website will be decided upon discussions between ESCAP staff and the selected consultant.
3. All back-end input forms will have to be provided to facilitate update of the website by ESCAP staff; to the extent possible, these forms may be aligned to those of the main ESCAP website. ESCAP staff must be able to make updates using only ‘Editor’ permissions and not rely on ‘Administrator’ permissions.
4. The consultant needs to be proficient in using the latest stable version of Drupal (8.x) and relevant modules.
5. All adjustments to Drupal code must be documented, though the consultant is strongly encouraged to make use only of Drupal features and modules.
6. Custom modules can be developed though use of existing, well-supported modules is encouraged; any custom modules need to be documented clearly to ensure compatibility with future upgrades to Drupal.
7. The Drupal website must be mobile and tablet friendly.
8. The Drupal website must support automatic update (through a methods such as Composer) as documented here https://www.drupal.org/docs/8/update/update-procedure-in-drupal-8 for both core, modules and themes.
