Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in the Convention on Biological Diversity, Implementation Support Division (IMS).

Under the direct supervision of the Head of the Implementation Support Division and under the overall guidance of the Executive Secretary, the incumbent will be responsible for coordinating the activities of the Japan Trust Fund, including the following main functions:

Responsibilities

A) Oversee the management, coordination and implementation of the activities of the Japan Biodiversity Fund for the implementation of relevant COP decisions.
B) Develop and implement a rolling business plan of the Japan Biodiversity Fund for the implementation of relevant COP decisions in close consultation with the Government of Japan.
C) Oversee the day to day coordination and management of the human and financial resources relating to the Japan Biodiversity Fund.
D) Liaise with the executing/implementing agencies or program officers within the SCBD designated to undertake national activities related to the implementation of the activities of the Japan Biodiversity Fund.
E) Prepare relevant document and report to the Government of Japan on the formulation and implementation status of projects under the Japan Biodiversity Fund on a regular basis.
F) Perform other relevant duties as required.

Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; Demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.

Education

Advanced (Master's degree or equivalent) in environmental science, business administration, public administration or equivalent is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen (15) years of progressively responsible experience in the field of environment and sustainable development or related area is required. Profound management experience, including financial management, as well as experience in programme and project planning and analyses is required. Experience in strategy setting and implementation as well as international negotiations required. Work experience in senior officer assignments in public administration is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of other UN official languages is an advantage.

Assessment
