Org. Setting and Reporting

The position is located in the Engineering Standardization and Design Centre (ESDC), Logistics Services, based in the United Nations Global Service Centre (UNGSC) in Brindisi, Italy.

The incumbent will report to Director Supply Chain and Operations Service, with a secondary reporting line to the Chief of the Environment Section in the Office of the Under-Secretary-General of the Department of Field Support (DFS).

The position is responsible for overseeing the GSC team that supports technical implementation of the DFS Environment Strategy, as well as planning and implementation of the environmental engineering activities to support the logistics of UNGSC.

Responsibilities

Within delegated authority, the Environmental Engineer will be responsible for the following duties:

1. Management of the Environmental Unit by (a) providing leadership to environmental engineers, additional contractors and partners, and local staff; setting objectives and targets with them, monitoring and appraising their performance, identifying their training needs and facilitating teamwork and high productivity, (b) managing all non-human resources of the environmental programme in GSC and in support to field missions in the most effective and efficient way.

2. Implementation
• Support to the implementation of the DFS Environment Strategy by providing technical support to field missions on request, subject to capacity, in the areas of energy, water and wastewater, and waste management
• Leads efforts of team studying critical problems relating to design or construction of environmental systems and equipment in line with the DFS Supply Chain Management strategy.
• Makes recommendations for resolution of problems in environmental specialized areas for both GSC and field missions
• Ensures that measures to support implementation of the DFS Environment Strategy are mainstreamed across the work of GSC.

3. Administration
• Prepares environmental engineering budget of GSC, including developing scope of works to purchase equipment and support to field missions for similar needs.

4.Planning
•Evaluates, reviews and revises project documents and analyses design specifications included in project proposals for accuracy, soundness, feasibility and cost.
•Analyses and advises on planning, design, construction and maintenance of environmental systems and services and other environmental engineering activities needed to support the logistics of the mission.
•Recommends solutions to environmental engineering problems to field missions.
• Keeps abreast of environmental issues through relevant literature with a view to keeping up with improved methods and equipment.

5. Coordination
• Maintains close contact with DFS divisions and DFS Environment Section, UN system organizations, in particular the United Nations Environment Programme (UNEP) through the REACT partnership implementation, as well as non-governmental organizations (NGOs), Member States as needed
•Facilitates contacts between the mission support and the aforementioned organizations, and extensively travels to all areas in different field missions upon request.

6.Performs other duties, as assigned.

Education

Advanced university degree (Master's degree or equivalent) in Environmental Engineering or related fields; including waste management, water and wastewater management, or renewable energy.

A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 7 years of progressively responsible experience in scientific and engineering aspects of environmental engineering or related fields. Experience on environmental engineering or environmental engineering management in either an international setting, peacekeeping, field or military operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
