This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval.

Org. Setting and Reporting

The Senior Military Strategic Partnership Officer (P-5), in coordination with the Office of the Director for Peacekeeping Strategic Partnership, will provide comprehensive, coherent and objective reviews of all factors contributing to the role of uniformed personnel in implementing the mandates peacekeeping operations, and based on feedback from the relevant stakeholders, will identify measures to address systemic issues and emerging challenges that cut across headquarters and the field, and across DPKO and DFS components, all of which impact the ability of uniformed personnel in the mission to carry out their mandated tasks in a holistic manner. The incumbent reports directly to the Director for Peacekeeping Strategic Partnership.


In accordance with GA resolution 67/287, and under the overall guidance of the Director for Peacekeeping Strategic Partnership, the functions of the Senior Military Strategic Partnership Officer shall include :

a. Strengthening the peacekeeping partnership by assisting in identifying gaps which impact delivery of mandates by UN peacekeeping missions by making recommendations on systemic issues relating to UN peacekeeping operations;

b. Working closely with troop and police contributing countries and senior leadership, both in the field and at Headquarters;

c. Making recommendations to ensure the safety and security, welfare and the Organization's provision of support services to field uniformed personnel; making recommendations to incorporate lessons learned and best practices from peacekeeping missions into peacekeeping operations; and,

d. Based on feedback from the Under-Secretaries-General of DPKO and DFS, the Military and Police Advisers, Force Commanders / Police Commissioners, TCCs/PCCs and the Director Peacekeeping Strategic Partnership, providing objective and independent reviews, analysis, advice, and recommendations on uniformed personnel, and following up on decisions taken through the development of alternative courses of action.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Building Trust: Provides an environment in which others can talk and act without fear of repercussion; manages in a deliberate and predictable way; operates with transparency; has no hidden agenda; places confidence in colleagues, staff members and clients; gives proper credit to others; follows through on agreed upon actions; treats sensitive or confidential information appropriately.

Judgement/ Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines that the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.


Advanced university degree (Master’s degree or equivalent degree) in public administration, law, international relations, security studies, defence, military science, political or social sciences, or related area. A first level university degree with a combination of relevant academic qualifications and two additional years of work experience may be accepted in lieu of the advanced university degree. The candidate must be a graduate of a National Command and Staff College or National War/Defence College, which may be considered in lieu of first level/advanced university degree.

Work Experience

A minimum of ten years of progressively responsible military experience, including command experience at the battalion/regiment or equivalent level. Two years of experience as a military officer on active national military service at the rank of Lieutenant Colonel or other service equivalent is required. Experience serving in a United Nations peacekeeping operation is required. Staff experience in the military headquarters of a UN peacekeeping mission is desirable. Experience serving at UN Headquarters is desirable. Staff experience in the Ministry of Defence level or equivalent is desirable.


English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable.


Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
