Org. Setting and Reporting

The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.

The Division of Regional Operations (DRO) serves as the safety and security focal point for the field duty stations, providing primary operational and technical support.

The Division is responsible for daily security coordination with the field. The advertised position is located within the Division of Regional Operations (DRO).

The incumbent will report to the Section Chief.

Responsibilities

Under the supervision of the Section Chief, the Security Coordination Officer is responsible for the following duties:

1.Monitor, research, and assess all factors on the state of UN security in the assigned geographic region.
Under the direction of the Section Chief and in coordination with colleagues, monitor and assess the state of security preparedness of offices of Designated Officials (DO), Security Management Teams (SMT), and Field Security Coordination Officers (FSCO) on a continuing basis, using information from multiple sources to establish and update the real-time "security information system” :
• Establish regular contact with the field, through reporting and analysing developments in UN security. Analyse accumulated information and maintain a continuous picture of the evolving global, regional or local political events affecting UN security in the assigned region;
• Monitor predictive indicators and early warning type information;
• Conduct periodic dialogue with each Field Security Coordination Officer in the region, discussing situations and assisting them in developing options to cope with those situations;
• Monitor and maintain the UN Country Security Management Team meeting minutes and Field Security Coordination Officer security update reports;
• Provide expert guidance and leadership to more junior staff; Make recommendations to the Section Chief on course of action and appropriate responses as necessary.

2.Prepare and submit periodic and incidental reports for senior management. Submit daily security developments report to Section Chief which cover significant events and trends in countries as assigned:
• Prepare briefs, notes, reports, studies and recommendations on critical issues of interest to senior management for decision-making;
• Accumulate data for period trend reports, as well as MOSS and MORSS associated reports;
• Prepare after action reports following all incidents.

3.Monitor security-related preparedness and compliance of duty stations. At the direction of the Section Chief, and in coordination with colleagues, monitor and assess the security planning and preparedness of Designated Officials (DO), Security Management Teams, and Field Security Coordination Officers, including:
• Provide guidance and advice on all aspects relating to the preparation and updating of Security Plans, assess whether all duty stations have current Plans and if not suggest corrective action;
• Determine if the appropriate equipment and resources are on hand to implement a Security Plan, particularly vehicles and emergency communication systems;
• Promote information exchange with and among various duty stations to avoid common implementation problems related to Security Plans;
• Undertake security missions, as required, to all duty stations, including high risk, to perform security assessments to assist DOs, SMTs, and FSCOs.

4. Perform other assignments as required.

Education

Advanced university degree (Master's degree or equivalent degree) in Security, Disaster or Emergency Management, Risk Management, Political Science, Military Science, Public Administration, Law Enforcement, Law or related area. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment. Senior command or management experience in the public or private or corporate sector is required. International field experience or field experience in UN peacekeeping or in the UN Security Management System is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of Arabic is desirable. Knowledge of Spanish is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
