This JO refers to a capacity development project position. The initial appointment is for one year and it is subject to availability of funds. Annual renewal of the appointment is subject to continuation of the project’s mandate, priorities, and availability of funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Org. Setting and Reporting

The position is located in the Office of the Director of the Development Policy and Analysis Division (DPAD), Department of Economic and Social Affairs (DESA). DPAD is mandated to provide research and policy analysis on global macroeconomic trends and long-term development issues to the General Assembly and Economic and Social Council, in order to support Member States in their efforts to implement the 2030 Agenda for Sustainable Development and achieve the Sustainable Development Goals. Responsibilities

Under the overall guidance and supervision of the Inter-regional Adviser (the project manager), the programme expert will support the capacity development project “Strengthening national policies for jointly building the Belt and Road towards the SDGs” as follows:

•Researches, analyzes and presents information gathered from diverse sources
•Assists in data compilation and analyses, and review policy documentation related to each of the countries participating in the project.
•Reviews and analyses Sustainable Development issues and trends related to the Belt & Road initiative, and prepares research activities and studies on the subject.
•Prepares written outputs related to the project, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. related to the interlinkages and cross-country spill-over effects of various national development projects, including the Belt and Road related activities.
•Oversee the organization of, and conducts training and dissemination workshops, seminars, etc. to build capacities on the use of modelling tools and quantitative methods to assess the effects of the Belt and Road on the achievement of the SDGs; makes presentations on assigned topics/activities.
•Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Participate in the preparation of project outcomes as an input the various multilateral forums.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Coordinates recruitment of and liaises with national and international consultants.
•Performs other duties as required.

• COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

• PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in economics, business administration, social sciences, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in capacity development and project or programme management, administration or related area. Experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area. Experience in broad development policy analysis at the national or international levels is required. Experience in conducting research and producing reports is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
