Org. Setting and Reporting

The position is located in the Division of Administration, United Nations Office at Geneva. As part of the major renovation project of the Palais des Nations (Strategic Heritage Plan, SHP), a dedicated team has been set up. In addition, the facilities of the Palais des Nations are being managed by the Buildings and Engineering Section (BES). The incumbent will report to the Chief, Buildings and Engineering Section with a functional reporting line to the Chief, Design and Construction Services, SHP.


Within delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties:

•Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, mine detection and clearance, and other related structures and activities in the field.
•Plans and designs specifications for projects. Drafts terms of reference and technical evaluation reports.
•Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection.
•Prepares design layout for smaller or less complex portions of buildings and facilities.
•Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
•Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement.
•Liaises with other engineers and specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.
•Conducts investigations to develop improved designs and construction techniques.
•Produces cost data and estimates on engineering-related requirements.
•Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources.
•Conducts research on development of new technical systems, and follow development to identify improved methods and equipment.
•Ensures the liaison between the SHP and BES teams, as required. In this context, the incumbent:
- Collaborates with the SHP/BES teams by taking into account the SHP project needs, submits them to the BES team, and provides to the SHP team the requested, coordinated and validated information.
- Comes up with the coordinated BES recommendations in order to ensure consistency between the proposed new installations and the existing ones.
- Communicates costs benchmark based on UNOG current maintenance contracts and coordinates cost information with BES to avoid any duplication of works and budgets.


Knowledge of HVAC control systems. Demonstrated application of sound engineering principles and technical problem solving. Ability to participate in engineering projects, including preparation of cost estimates, research of data and preparing graphs. Knowledge of host country standards and construction codes. Ability to identify and analyze engineering data of significant depth and complexity. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning& Organizing:
Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.


Advanced university degree (Master’s degree or equivalent degree) in engineering, architecture or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. An advanced university degree (Master’s degree or equivalent degree) in mechanical engineering (heating, ventilation, air conditioning and buildings management system) would be an asset.

Work Experience

A minimum of five years of progressively responsible experience in engineering or related area is required. Experience in the UN common system is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.


Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
