Org. Setting and Reporting

The position is located in the Office of the Director, Documentation Division, Department for General Assembly and Conference Management (DGACM) in New York. The Documentation Division facilitates the deliberations and decision-making processes of the United Nations intergovernmental bodies and its conferences by providing efficient, effective and timely documentation services in all six official languages. The incumbent reports to the Director.


Within the delegated authority and under the supervision of the Director, the incumbent is responsible for the following duties:

1. Oversee and manage delivery of gText and related language support services in order to ensure efficient processing of multilingual documentation, with particular responsibility for tasks of an exceptionally sensitive, complex or technical nature, for :
(a) Manage delivery and maintenance of eLUNA services;
(b) Manage delivery and maintenance of TAPTA4UN services;
(c) Manage delivery and maintenance of UNTERM Portal services;
(d) Manage the maintenance of the Document Storage repository of bilingual parallel texts.

2. Direct support for users of gText and related services and oversee the expansion and improvement of their effectiveness:
(a) Direct user support and training;
(b) Oversee the analysis of user needs and the development of new or improved solutions, including by conducting feasibility studies;
(c) Lead the systematic collection and analysis of data and prepare regular reviews of the operations of the gText suite of language support services;
(d) Keep abreast of both internal and external professional developments in areas relating to the gText suite of language support services.

3. Lead the implementation of the Division's workplan and Departmental policy as they relate to gText services:
(a) Direct the maintenance and improvement of the interfaces of eLUNA, TAPTA4UN, UNTERM and other gText tools, such as for editing, to calculate reprise, and for language competitive examinations;
(b) Lead the development of other solutions compatible with gText services, such as a tool to calculate reprise, a common XML standard to produce machine-readable documents, an authoring tool for processing resolutions based on that standard, further development of the UN Global Macro etc.;
(c) Lead liaison with external partners such as IAMLADP and JIAMCATT and to exchange of data, knowledge and skills, such as sharing the UN corpus of parallel text for machine translation.

4. Manage the performance of two Computational Linguists (P3) and supervise gtText temporary contractors (Professional and G3/4/5/6):
(a) Oversee the creation of a workplan for the two Computational Linguists (P3), conduct the mid-point review and complete the final evaluation, all in a timely manner within Divisional deadlines;
(b) Monitor the day-to-day work of the two Computational Linguist s(P3) and provide regular feedback on performance;
(c) Advise, support and coach the two Computational Linguists (P3) on professional development;
(d) Provide similar oversight of the work of gText temporary contractors according to established practices.

5. Perform other functions as required.


Advanced knowledge of natural language processing applications in different alphabet and language combinations. Advanced knowledge of language systems design and development, management, implementation and maintenance of complex language technologies, products and systems, especially as regards gText or similar computer-assisted translation, machine translation or terminology tools and applications in a multilingual intergovernmental institutional environment. Ability to use all sources of references, consultation and information relevant to computational accessories. Ability to work under pressure and maintain accuracy, speed and volume of output. Ability to show a high level of versatility, judgement and discretion. A first-level degree from a university or institution of equivalent status. Candidates for this position must have passed the United Nations Competitive Examination for Computational Linguists. A combination of a postgraduate degree and or relevant experience may be accepted in lieu of the competitive examination requirement.

Work Experience

A minimum of 10 years experience as a computational linguist or in planning, design, development, implementation and maintenance of language technologies, products and systems or a related area is required, preferably within the United Nations system or similar international organization. Experience with PRINCE 2 and ITIL methodology is required. Managerial and supervisory experience is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of one or more additional UN official languages is desirable.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
