Cadre organisationnel

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. The Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) aims to reduce the negative impact of natural hazards, strengthen capacities for disaster information management and enhance regional cooperation and coordination in disaster risk reduction.

This position is temporarily located in the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM), Bangkok, Thailand and will relocate to Tehran, the Islamic Republic of Iran when the Centre is established in Tehran, the Islamic Republic of Iran.

The function will include frequent travel to support the establishment of the Asian and Pacific Centre for Disaster Information Management (Tehran).

Responsabilités

Under the general direction of the Director, Division of Administration, and the incumbent is responsible for the following duties. Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
•Reviews post incumbency reports for purposes of vacancy management and staffing table control.
•Leads, oversees and coordinates the preparation and implementation of the work program and budget to establish new and refurbished facilities for Regional UN offices and Regional Institutes of ESCAP, and ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.
•Prepares strategies and coordinates the implementation of office space usage policies and procedures to incorporate flexible working practices.
•Coordinates the preparation and approval of complex legal documents including host country agreements, financial and administrative agreements, memorandums of understanding and lease out documents.
•Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures.
•Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure the effective use of space in accordance with General Assembly instructions.
•Plans, initiates, implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements. Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues\Manages communications to ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
•Advises on issues that may impact the achievement of the outcomes (including issues of sustainability and post project requirements such as maintenance).
•Produces major/complex reports for management.
•Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements.
•Performs other related work as required.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Formation

Advanced university degree (Master’s degree or equivalent) in facilities management, architecture, administration or a related area. A first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven years of progressively responsible experience in facilities management, technical support services administration, or a related field. Practical experience in leading the establishment of international organization or non-governmental organization is highly desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
