Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). The position is located in the Economy Division, Resources and Markets Branch, Paris duty station.

Under the supervision of the Head, Consumption and Production Unit, the incumbent will be responsible for the following duties:

Responsibilities

1.Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Such programs/projects aim at mainstreaming sustainable consumption and production into national and regional policy frameworks through providing advisory services and technical support to national stakeholders (government, municipalities, private sector, civil society, and academia). It will include consulting assignments, in collaboration with the national partners, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan used to manage the change.

2.Coordinates policy development at national level on Sustainable Consumption and Production (SCP), including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies based on past, present and future policy support provided by UN Environment, organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, policy analysis etc. Includes coordination of the different components of the European Union funded Switch-Med programme in eight Mediterranean countries, and outreach activities on national actors on SCP; conducting training workshops; making presentations on assigned topics/activities to foster interest from countries in replicating the development of national Sustainable Consumption and Production Action Plans.

3.Coordinates the development and dissemination of capacity building tools and operational methodologies that are responding to current and emerging needs and issues in countries in the above mentioned areas, with specific focus on methodologies for multi-stakeholder nationally owned processes promoting adaptation and transfer for resource efficiency, circular economy and sustainable consumption and production, as well as on financial instruments for implementation of the developed action plans. Includes provision substantive analysis and support to consultative and other meetings, conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations on topics related to SCP, Sustainable Development Goals and mainstreaming SCP into national policy frameworks to achieve these goals.

4.Ensures coordination across the different SWITCH related projects (including Switch Africa Green, Switch Asia and Greening Economies in the Eastern Neighbourhood (EaP Green) and develop synergies with UN Environment’s programs on Inclusive Green Economy, Sustainable Consumption and Production, Resource Efficient and Cleaner Production Network, 10Year Framework of Programmes on SCP Patterns, to ensure a coherent and coordinated approach on advisory services at country level.

5.Develops/reinforces coordination and strategic partnerships with UN and other international organizations (including European Commission, United Nations Industrial Development Organization (UNIDO), UN country team (UNCTs), UN regional commissions, Organisation Internationale de la Francophonie), business associations, private sector, financial institutions and Non Governmental Organisations to support the development and implementation of the above-mentioned projects/programmes.

6.Initiates and coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and resource mobilization and prepares related documents/reports (work programme, budget, log frames and theory of change), and performs other relevant duties as required.

• Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in law, sustainable development or environmental management, or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of professional experience in programme management working with developing countries in the areas of resource efficiency and sustainable consumption and production, with at least three (3) years of working experience at international level is required. Proven working knowledge in providing advisory services to governments and assisting them in the development of national policies on Sustainable Consumption and Production and/or Green Economy and Circular Economy is required. Knowledge of government processes, partnerships management and ability to communicate in a consultative manner with stakeholders is required. Good understanding of coordination across UN agencies in country level delivery is required. Experience at intergovernmental level is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English and French is required. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
