Appointment to this position is limited to a finite period of one (1) year, due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

This post is financed through the Support Account for Peacekeeping Operations for a period of one year. Extension of appointment will be subject to budgetary approval.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in
accordance with established rules and procedures.

Org. Setting and Reporting

The Department of Field Support (DFS) is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and political offices.

This position is located in the Department of Field Support (DFS), Field Personnel Division (FPD), Field Personnel Specialist Support Services (FPSSS) under the Career Development and Human Resources Capacity Building Unit (CDHRCBU). The Human Resources Officer reports to the Chief, CDHRCBU.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General:

Provides advice and support to managers and staff on human resources related matters.
Prepares special reports and participates and/or leads special human resources project.
Keeps abreast of developments in various areas of human resources.


Staff development and career support:

Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. Prepares monitoring reports on staff development and career support programmes.
Design, implement, deliver, and evaluate programmes to meet identified needs of DPKO/DFS field staff.
Ensure that policies and practices are consistent with overall organizational goals, DFS's career development framework, policies on staff development and career support, and the respective mandates.
Provide remote and in-situ advice on mobility and career development to field staff at all levels in all categories, recommending assignments and career moves. Manage the substantive content of the CDHRCBU website with information relevant to DPKO/DFS field staff.
Provide advice to staff and management on mission drawdown and downsizing. Assist supervisors and staff with understanding and using the performance appraisal system (PAS) as it applies to career and staff development.

Build relationships with external career development partners, including organizing and participating in the annual Career Development Roundtable and active participation in the career development community of practice.

Advise on career development issues, prepare special reports and make recommendations on improving policies, procedures and practices.

Develop systems, policies and practices for a range of career support elements for field staff including developing succession plans, mobility and rotation of international staff in peacekeeping operations, as well as staff development, through assessing occupational requirements and developing career paths.

Supervise and monitor the work of the junior human resources assistants in undertaking the range of career development and support activities.Conduct research in preparing policy papers, position papers, and briefing notes on issues related to career development.

Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master’s degree or equivalent degree) in human resources, management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience in supporting staff in remote office locations is desirable. Experience in staff development or career support is desirable. Experience in a learning and development environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of Arabic is desirable. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
