Org. Setting and Reporting

The UN Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society, private sector and the Habitat Agenda Partners. The position is located in the External Relations Division (ERD), which is structurally part of the Executive Direction and Management of UN-Habitat. The External Relations Division promotes strategic alliances to support achievement of the goals of adequate shelter for all, and sustainable urbanization and human settlements development. ERD assists to advance UN-Habitat’s image and relationships with its partners and the public at large, and to build and strengthen partnerships, facilitate policy impact and developmental change, and increase delivery of programmes.

The Director of Brussels Office is expected to promote UN-Habitat’s message of sustainable urbanization and to see this reflected in European Union (EU) policies, strategies and programmes. In addition, it is anticipated that the Director will increase the portfolio of the UN-Habitat in terms of funding partnerships with the EU; the ACP Group of states and other Brussels based players.

Under the direct supervision of the Director, ERD, the incumbent will perform the following specific responsibilities:

Responsibilities

1.Representation, liaison and reporting:
i.Liaise and strengthen relationships principally between UN-Habitat and European Union (EU) institutions especially the European Commission (EC), the African, Caribbean and Pacific Group of States (ACP); and bilateral donors (including the Government of Belgium), Civil Society Organizations and the European Parliament.
ii.Represent UN-Habitat in maintaining relationship with key partners based in Europe in close coordination with UN-Habitat Headquarters.
iii.Represent UN-Habitat in meetings and official functions as directed in relation with Inter-Agency Standing Committee (IASC), UN humanitarian entities and the permanent donor missions in Geneva and to provide periodic reports on inter-agency meetings, policies, programme implementation and matters of strategic nature.

2.Policy dialogue and advocacy:
i.Advocate for sustainable urbanization policies and practices in the EU, its institutions, and particularly in the European Commission’s development strategy and activities.
ii.Play a lead role in the promotion of UN-Habitat humanitarian policies and strategies in collaboration with Programme Division, Risk Reduction and Rehabilitation Branch;
iii.Undertake policy dialogue with all stakeholders to promote the implementation of the New Urban Agenda and UN-Habitat's campaigns, policies, programmes and projects;
iv.Assist in mobilizing both financial support for and participation in major UN-Habitat conferences and events, and those organized by the European Union and by third parties
v.Maintain, strengthen and support key relations within the European Union system network of organizations including DEVCO, ECHO and other relevant networks of the European Union / European Commission
vi.Advocate for Sustainable Urban Development (SUD) in the European Union and in their programmes of support to developing countries

3.Inter-Agency collaboration and partnerships:
i.Participate in and lead as required the agency's participation in relevant EU and IASC working groups, bodies and task forces; participate in UN organizations' governing bodies; provide inputs to mainstreaming the sustainable urbanization and urban poverty agenda in the policies and programmes of other UN agencies.

4.Programme management:
i.Under the supervision of the ERD Director, support the coherent engagement of UN-Habitat within the frameworks of the New Urban Agenda (NUA) and Sustainable Development Goals (SDGs) and other important global frameworks with EU strategic priorities and initiatives.
ii.Support the coordination, formulation and implementation of the work programme of UN-Habitat among European partners including technical cooperation projects and facilitate the flow of information to and from headquarters and the EU counterparts
iii.Provide programmatic and strategic advisory services to Governments in Europe, and to other partners, in Habitat’s areas of competence.
iv.Support UN-Habitat's engagement in IASC coordinated disaster response and recovery through rapid deployment schemes, programmes and projects; provide updated analysis of disaster risks, trends and related strategies, particularly in urban areas for action and disaster risk reduction activities.
v.Provide professional strategic and technical support to EU and its beneficiary / priority countries in implementing the NUA.
vi.Provide advisory services to UN-Habitat offices developing EU institution projects and programmes.

5.Resource mobilization:
i.Liaise with key donor agencies to secure funding for both core and sustainable urbanization projects and operations; gain support from financial institutions, foundations, philanthropic and corporate social responsibility divisions and departments of large companies; collaborate with non-governmental organizations, especially those in active humanitarian relief.
ii.In coordination with the Management and Operations Division, establish and maintain relations with donors in European countries.

6.Human resource, finance and administrative management:
i.Manage and supervise the work of the office, including administrative, personnel, procurement, and financial.
ii.Ensure compliance with administrative/financial rules and regulations in his/her capacity as recipient of the Delegation of Authority from the Chief of Administration of UNON, maintaining standards of application and ensuring full accountability to auditing procedures.
iii.Carry responsibility of Approving Officer for financial authorizations for accounts under the Brussels office.
iv.Ensure supervision and monitoring of the technical cooperation project portfolio by verifying compliance with established rules and guidelines for all actions taken as well as congruence with the UN policies.
v.Take responsibility for the Brussels office reporting including periodic reports and such other internal reporting on its activities as may be required within UN-Habitat or by auditors and others for monitoring purposes.
vi.Monitor and evaluate the performance of staff in the Brussels office;
vii.Perform other related duties as requested by senior management of the organization.

Education

Advanced university degree (Master’s degree or equivalent) in economics, urban and regional development, social sciences or related fields is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of at least fifteen (15) years of progressively responsible experience in economics, development, social fields relevant to urban and human settlements development or related fields is required. Working experience at a senior level with international organisations or non-governmental organisations (NGOs), is desirable. Experience working with the UN system, and its inter-governmental bodies in charge of economic and social development, including programming and planning, monitoring and programme performance assessment process is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and oral English and French is required. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
