Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of
the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). The position is located in the Economy Division, Energy and Climate Branch, Cities Unit, Paris duty station.

Responsibilities

Under the general supervision of the Head, Cities Unit, in the Energy and Climate Branch, the incumbent will carry out the following duties:
1)Overall coordination of the Global Initiative for Resource Efficient Cities (GI-REC): Coordinate strategic development of the GI-REC with regards to resources flows and efficient resource use, resilience, lifestyle and consumption patterns: Elaborate a funding strategy and identify potential donors/partners; Develop and manage the work plan its implementation and report to the GI-REC. Advisory Board; Develop and supervise outreach and information activities on GI-REC, including development of clearinghouses, website, newsletter, logo and other communication tools; Design, set-up and oversee pilot projects with relevant stakeholders and UNEP regional offices; Develop a strategy to scale-up results and attract new strategic partners to the Initiative; Engage UN Agencies, development cooperation agencies, and financial institutions in supporting the implementation of GI-REC with technical and financial support as well as with joint projects; Build linkages and cooperation between GI-REC and other city works streams in UNEP Across divisions and branches.

2)Coordinate cooperation with UN-HABITAT: Coordinate the implementation of the UN-HABITAT-UNEP Greener Cities Partnership; Preparation of the Executive Director joint progress report to the GCs/UNEA and prepare any follow-up support document; Represent UNEP in UN-HABITAT key meetings/conferences such as World Urban Forums and in monthly meetings of the Joint Operations and Coordination Group; Enhance UNEP-wide cooperation with UN-HABITAT by informing and involving Divisions and Regional Offices in on-going activities; Develop and contribute to joint concept proposals and support the implementation of joint programmes, projects and activities, as it relates to resource efficient cities, sustainable urban mobility, municipal solid waste management and waste water, the 10-Year Framework of Programmes and overall preparation for Habitat III, and ensure adequate follow-up; Provide periodical information to UNEP Executive Director of progress and new activities under the Greener Cities Partnership.

3)Coordinate cooperation with Cities Alliance; Coordinate the Joint Work Programme with Cities Alliance (CA); Oversee the development of a methodology to allow the full integration of environmental and climate considerations into city development; Develop projects for CA funding or for joint fund-raising; Coordinate the production of communication products i.e. publications, websites that will raise the profile of UNEP-Cities Alliance cooperation; Represent UNEP within the CA by taking part in the CA Consultative Group meetings and in strategic committees and working groups; Support the Economy Division and other UNEP divisions and regional offices in the implementation of CA projects and activities.

4)Administration and management activities; finance and staff management; Support actively fund raising and develop project proposals for bilateral and multilateral agencies; Supervise the work of staff and consultants under the city work stream of the Built Environment Unit, including ensuring funds and support recruitment process; Manage budgets and coordinate budget reports, and periodical reports on progress and finance; Contribute to UNEP’s Programme of work 2017/ 2018 and sequent ones; strengthening cooperation with other Units, Branches and Division;

5) Perform other relevant duties assigned, including representing UNEP in meetings and conferences, preparation of briefing and reports for senior management and any other relevant duties.

Education

An advanced university degree (Master’s or Doctorate, or equivalent) in social sciences, sustainable development and/or environmental studies or related fields is required. A first-level or higher degree (Bachelor’s, Master’s or Doctorate degree) in other fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

Minimum of seven years of progressively responsible professional and relevant working experience in Programme Management or related field is required. Experience working in developing countries and experience working within the UN system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required; Knowledge of French is desirable while knowledge of any other UN official language is an advantage.

Assessment

Evaluation of qualified candidates for this position may include substantive assessment which
may be followed by a competency-based interview.
