Org. Setting and Reporting

This position is located in the Specialist Support Section, Strategic Support Service, Logistics Support Division, Department of Field Support.

The Logistics Support Division (LSD) provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.

The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.

Under the overall supervision of Chief of Section the incumbent reports to the Chief of Unit.

Responsibilities

Within delegated authority, the Supply Officer will be responsible for the following duties:

•Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services.
•Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization’s requirements for machinery, equipment, tools, materials, services, supplies, aid and utilities.
•Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
•Initiates actions leading to procurement, maintenance and disposal of items.
•Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements.
•Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements.
•Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.
•Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
•Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required.
•Reviews, prepares, defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
•May provide guidance to or supervise new/junior staff.
•May perform other related work as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, logistics, supply chain or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in supply services, logistics, contract management or related area is required. Experience in project management is desirable. Experience in providing logistics and supply chain support services to or in a complex, volatile, conflict or post-conflict environment is desirable. Experience in an international environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
