Appointment against this post is on a local basis; candidates shall be recruited in the country of the duty station, irrespective of nationality and length of time the candidate may have been in the country. If no suitable candidate is identified, overseas candidates will be considered subject to a passing grade on the relevant entry-level examinations at the duty station.
Staff members are subject to the authority of the Secretary-General, who may assign them to any task or function in the organization. In this context, all staff are expected to move periodically to new functions during their careers in accordance with established rules and procedures.
The candidate is responsible for any expenses incurred in order to take the examination and, in the event of an employment offer, any costs relating to travel and relocation to the duty station.
These positions are located throughout the United Nations. Administrative Assistants at this level usually report to an Administrative Officer, Executive Officer, a Head of the Unit or to a Chief Administrative Officer.
Within delegated authority, the Administrative Assistant will be responsible for the following duties:
Human Resources Management
•Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
•Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
•Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. Reviews and processes personnel actions through Umoja and Inspira.
•Monitors staffing table and prepare relevant statistical data/charts.
Budget and Finance
•Assists in the preparation and review of financial and human resource proposals of the section and of project proposals submitted for review. Consolidates budget with respect to Headquarters’ budget, trust funds, grants and procurement.
•Monitors expenditures of RB and XB and compares with approved budget; prepares adjustments as necessary.
•Assists managers in the elaboration of resource requirements for budget submissions.
•Assists in preparation of budget performance submissions, analysing variances between approved budgets and actual expenditures
•Prepares or customizes financial reports from BI Umoja system generated reports.
•Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
•Assists programme and project managers across the departments on functions related to Umoja Grant and Project modules.
•Plan and carryout organization-wide training on Umoja grant and project modules.
•Participate in department wide and HQ led testing related to Umoja Grant and Project modules.
General Administration
•Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial, personnel matters.
• Undertakes English to Arabic translation of briefs, presentations and other advocacy material
•Researches, compiles and summarizes background materials for use in preparation of reports, briefs, speeches, etc.
•Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field.
•Support in the review and clearance of agreements with partners.
•Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for
services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations).
•Manages, updates and further develops internal databases; updates website, and intarnet.
Contract Administration
•Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
•Processes the payment of contractors' and monitor payments.
•Prepares and processes all UN forms and permissions for contractual and work Unit, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.
Work implies frequent interaction with the following:
Staff within organization unit and clients across the Department.
Visitors and representatives from Permanent Missions, UN Common System Organizations, etc.
Contacts in other international organizations, government institutions, non-governmental organizations, universities, the media, etc.

High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away.
Seven years of experience in administrative services, finance, accounting, audit, human resources or related area. Knowledge of Umoja and other related systems is largely desirable.
Fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
•Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.
