Org. Setting and Reporting

This position is located in the Department of Economic and Social Affairs, Division for ECOSOC Support and Coordination, Development Cooperation Policy Branch and supports the work of the Development Cooperation Forum (DCF). A core function of the Economic and Social Council, the DCF reviews the latest trends and progress in international development cooperation, and encourages coordination across diverse actors and activities. The High-level Political Forum on Sustainable Development and the ECOSOC Forum on Financing for Development are mandated to take the work of the DCF into account in their follow-up and review of the 2030 Agenda for Sustainable Development and the Addis Ababa Action Agenda on financing for development. The Addis Agenda further recognizes the DCF as the primary global platform for multi-stakeholder discussion on quality, impact and effectiveness of development cooperation. The DCF-related research and multi-stakeholder discussions also inform the follow-up on the General Assembly’s 2016 Quadrennial Comprehensive Policy Review (QCPR), which will guide the United Nations system’s operational activities for development during the first years of implementation of the 2030 Agenda and Addis Agenda. Responsibilities

Within the limits of delegated authority, the Economic Affairs Officer will be responsible for the following duties:

1.Draft analytical studies and policy briefs in preparation for ECOSOC’s Development Cooperation Forum on trends and progress in international development cooperation (including North-South cooperation and allocation and effective use of ODA; development cooperation by international organizations, local authorities and non-governmental actors (e.g. civil society, philanthropic foundations, private sector); South-South cooperation; cooperation in various country situations; quality, impact and effectiveness of development cooperation; and monitoring and review of development cooperation);

2.Compile, analyze and present statistics and data on international development cooperation issues, support surveys for DCF-related analytical reports and help maintain data bases; prepare OESC contributions to relevant processes, including the preparations for the ECOSOC Forum on Financing for Development and the work of the Inter-Agency Task Force on Financing for Development;

3.Organize and service conferences, symposiums, panels, roundtables, interagency meetings, and expert group meetings on international development cooperation, including meetings of the Under-Secretary-General’s Advisory Group on the Development Cooperation Forum; support outreach and resource mobilization activities related to the work of the Development Cooperation Forum;

4.Follow meetings of ECOSOC and the General Assembly on development cooperation and prepare summary reports; draft statements to be made by members of the Bureau of intergovernmental bodies and senior Secretariat staff to such meetings; and assist in supporting delegations in their consultations;

5.Liaise with the non-executive stakeholders on the preparations and follow-up of the Development Cooperation Forum;

6.Participate in relevant interagency task forces, working groups and meetings;

7.Perform other related duties such as disseminating or following up on the work of ECOSOC and the General Assembly, reviewing and providing inputs to various UNDESA publications and UN processes, and a variety of organizational and administrative tasks necessary for the final delivery of the Branch’s services.

Education

Advanced university degree (Master’s degree or equivalent degree) in economics, development studies, or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in economic research and analysis, policy formation, application of economic principles in development programmes or related areas is required. Experience in development cooperation and/or policy analysis on development cooperation is required. Experience at the international level is desirable. Experience in servicing intergovernmental bodies is desirable. Experience with the UN system operational activities for development is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
