• This Temporary Job Opening is for an initial period of 11 months. Further extensions are subject to availability of funds. Both internal and external candidates are encouraged to apply.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting

This position is located within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Chief Occupational Safety and Health Officer will be based in Bamako, Mali. The incumbent will report to the Director of Mission Support (DMS) through the Senior Administrative Officer (SAO) with a technical direct reporting line to the DPKO-DFS programme manager.


Within delegated authority, the Chief, Occupational Safety and Health Officer will carry out the following duties:

•Develops, implements, maintains and coordinates a Mission specific Field Occupational Safety Risk Management Programme (FOSRM);
•Provides programme guidance, advice technical and consultative support to MINUSMA staff at all levels, by analyzing and evaluating Occupational Safety & Health (OSH) hazard and risk factor in accordance with the DPKO-DFS Programme, Policy, SOPs and other substantial guidance available or provided by the DPKO-DFS Programme Manager;
•Chairs or leads MINUSMA’s OSH Committee as required;
Manages and supervises Mission’s Occupational Safety Officers, Occupational Safety Focal Points;
•Advises, supports and represents the DMS in the performance of his/her occupational safety and health risk management responsibilities and in all aspects of the Mission’s FOSRM or OSH Programme and activities;
•Chairs or leads the development of an overarching framework and other supporting OSH risk management architecture with other mission safety components and/or with host country OSH related officials to enable implementation of necessary OSH arrangements and wellbeing of UN staff;
•Ensures that OSH risk management operations are conducted in accordance with UN methodology and standards;
•Reviews and assesses all mission produced OSH Risk Assessments (O-SRA), and provides direct feedback to Head of Mission (HoM) through the DMS, Mission supervisors on compliance to ensure that occupational OSH related hazards have been identified correctly and that the appropriate risk management measure have in fact been taken and/ or implemented;
Analyzes all Mission occupational OSH related risk assessments (O-SRAs) and recommends implementation strategies to the DMS;
•Analyzes, monitors and projects occupational OSH hazards, hazard exposure and subsequent possible risk to Mission staff mission wide and coordinates courses of action on prevention and mitigation strategies in cooperation with DPKO-DFS programme management, the DMS, other UN OSH related components and/ or host country OSH related entities;
Undertakes periodic Mission wide OSH risk assessments;
•Assists the Mission’s contract administrators / managers to assess contractors’ OSH plans prior appointment and before work on behalf of the UN begins to ensure that contractors are compliant with OSH risk standards required of them in the performance of the work activities with or on behalf of the UN;
•Develops protocols on overarching OSH risk management coordination requirements within the mission in conjunction with the DMS or equivalent and relevant host country authorities;
•Plans, coordinates, delegates, reviews and evaluates the occupational OSH risk management activities of Mission staff on all levels, directly or through subordinates.
•Develops field focused risk reduction and controls measures to particular occupational OSH hazards and risks, including but not limited to, construction activities, motor vehicle repair, fuel operations, transport, falls from height, electrical, firearms handling/ management, office ergonomics, office environments, manual handling, administrative offices operations and office work stations.
•Ensures that all OSH risk management (control measures) are documented in the form of policies, procedures (SOP), guidance and manuals setting out the standards to be achieved, identifying responsibilities, and the measures necessary to meet the aims and objectives;
•Develops and coordinates OSH training and exercises to ensure that operational readiness and competencies are maintained to national or UN OSH standards;
•Manages the development, review and updates of all/ any written mission specific OSH risk management procedures regularly and as needed;
•Ensures mission FOSRM or OSH programme compliance and consistency with current UN DPKO, DFS and DPA Polices, Standard Operating Procedures, Terms of References and other standards (where/ when available or applicable) or as provided by DPKO and DFS;
•Develops and keeps up-to-date mission guidelines and tools in support of occupational safety. Undertakes and translate mission OSH Risk Assessments (O-SRA), to include available lessons-learned, into effective improvements in occupational safety risk management;
•Participates as a permanent primary member of the missions OSH Committee.
Trains, briefs and educates mission staff at all levels on FOSRM. Assists mission in-line supervisors when conducting O-SRAs. Ensures that the proper OSH information flows within the mission, ensuring that OSH matters are brought promptly to the attention of action officers or the senior mission management;
•Identifies and determines both mission specific active and reactive key performance measures, with the goal of reducing work related accidents incidents and/or at risk behaviors or near-misses;
•Determines and numerical OSH incident reduction targets for both active systems to drive improvements in workplace safety performance and subsequent reactive systems once incident data have been collected;
•Leads OSH inspections, audits and fact finding exercises or missions as required or requested;
•When specifically directed by Head of Mission, assumes lead of formal fact finding or investigations if an incident is directly or indirectly related to OSH;
•As directed by the Head of Mission (HoM), supervises specific occupational safety incident fact finding missions, normally one with a significant OSH implications and/ or impacts. Prepares OSH reports, including field OSH incident reports as well as correspondence, messages, instructions and plans, as directed or required;
•Ensures that appropriate actions are taken by the proper responsible authorities in a timely and efficient manner. Makes recommendations to the DMS on the efficient employment of OSH resources, equipment, and staff procedures including areas for improvement;
•Manages the development and maintenance of all Mission OSH incident statistics and data to include a journal of potential lessons learned issues on OSH;
•Prepares the Mission’s annual OSH budget proposal;
•Performs any other OSH risk management related duties as directed.


Professionalism: Excellent knowledge in the field of work in safety or security risk management combined with a solid background in either Occupational Safety or OSH (specifically), Engineering, Security or directly related field; well-developed ability to identify safety hazards, evaluate the risks and subsequently determine effective and reasonable risk management measures; capability to develop, implement, manage and coordinate safety risk management programmes, concepts, systems and efforts; shows pride in his/ her work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •An advanced university degree (Masters degree or equivalent) in Occupational Safety, Occupational Safety and Health, Engineering, Security or related risk management field;
•A first-level university degree in combination with two additional years of qualifying safety or safety and health risk managment specific experience may be accepted in lieu of the advanced university degree;
•Official certification or training in the specific field of Occupational Safety, Occupational Safety and Health, Traffic Safety, Aviation Safety, Fire Safety or General Safety or Security Risk Management from an internationally and/ or UN recognized, school, academy or training institute is required.

Work Experience

•A minimum of seven years with advance university degree (ten years with a first-level university degree) of progressively responsible experience in occupational safety, engineering, security or directly related field is required; of which a minimum of two years of progressively responsible experience in occupational safety, occupational safety and health or a directly risk management related field is required;
•At least two years’ experience and exposure at the international level in an risk management position is required;
•Desirable experience: occupational safety and/or health hazard management and risk management, OSH Risk Assessments, specific active and reactive OSH related key performance measures, occupational safety and/or health inspections and audits, formal investigation of OSH or OSH related incidents, occupational safety and/or health reports, occupational safety and/or health incident reports, collection, collation and analysis of OSH or OSH related data, management of OSH or OSH related data and statistics.


English and French are the working language of UN Secretariat. For the position advertised, fluency in spoken and written English and French is required.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
